On the morning of November 11, Politburo member and Prime Minister Pham Minh Chinh - Head of the Central Steering Committee on housing policy and real estate market - chaired the 3rd meeting of the Steering Committee.
According to the report at the meeting on progress in 2025, nearly 62,000/100.275 apartments (reaching 62%) of the 2025 target have been completed; it is expected that by the end of 2025, the total number of completed apartments will be nearly 91,600 apartments, reaching 91% of the target.
There are 17/34 localities expected to complete and exceed the assigned targets in 2025, notably Hanoi (102%), Ho Chi Minh City (100%), Hai Phong (101%), Bac Ninh (102%), Nghe An (179%)...
In ministries and branches, the Ministry of Public Security has started construction of 8 projects (4,554 apartments); the Vietnam General Confederation of Labor has started construction of 3 projects (100,700 apartments). The Ministry of National Defense is about to start construction of 8 projects with a total scale of 6,547 units.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized 3 important goals in developing social housing:
First, remove difficulties in procedures and processes, contributing to the development of social housing and the real estate market in a public, transparent and sustainable manner in the short term and in the long term.
Second, to make people enjoy and access social housing as quickly, as easily, cheapest, and most convenient, without time, effort, leniency, additional costs, and especially without being scammed.
Third, promoting the development of social housing, developing a safe, healthy and sustainable real estate market, contributing to stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances of the economy, this is also a driving force for rapid and sustainable development.
"In any place, province or city, as long as people are eligible to buy or rent social housing in need, they will have the most equal and convenient access to social housing," said the Prime Minister.
Directing a number of specific tasks, the Prime Minister requested the Ministry of Construction to study and develop a unified process and procedures for investment in the construction of social housing nationwide to shorten the time to prepare for investment in the construction of social housing to no more than 6 months.
The Ministry of Construction is also assigned to urgently coordinate in completing the dossier to establish a "Real Estate Transaction Center and Land Use Rights" managed by the State to enhance publicity and transparency.
Streamline the conditions and procedures for lending the 145,000 billion VND credit package in the direction of eliminating the condition that investors must be in the list of projects announced by the Provincial People's Committee. Organize thematic inspections, recommend that competent authorities strictly handle violations or take advantage of open policies for profit.
The State Bank of Vietnam urges the disbursement of the VND145,000 billion credit program for loans to social housing and workers' housing with more favorable and more accessible procedural conditions.
Promote the effective implementation of credit packages to support social housing policies, preferential lending programs for young people under 35 years old to buy first-time commercial housing and social housing with appropriate interest rates and terms.
The Ministry of National Defense and the Ministry of Public Security urgently implement social housing projects.
The Ministry of Public Security directs the Commune-level Police to base on information from the population database, confirm income conditions for low-income people in urban areas without labor contracts, within 7 days; direct the investigation and handling of cases of illegal brokerage and fraud to appropriate property.
Regarding transparency and handling of violations, the Prime Minister requested that heads of Party committees and authorities at all levels, and those "close to the people, close to the people, and for the people" focus on implementing "5 guarantees": Ensuring timely correction, enhancing discipline and transparency in the process of reviewing, buying - selling, leasing, and leasing social housing; ensuring inspection, inspection, prevention, and lease-off of negative policies to profit, distort humanistic goals of policies; ensuring fairness, the right subjects, the right spirit, the right policies and selling prices are calculated correctly, fully, and promptly; ensuring coordination with competent authorities to strictly handle illegal brokerage behavior, receive "running" and "brokerage" money; ensuring that businesses with funds are most profitable and have the most favorable conditions to contribute to the development of the State in the case of housing.
