Fully implement the regime with the law-making team

The Deputy Prime Minister emphasized the need to ensure full implementation of regimes and policies for the team working in legal affairs and law-making.

On December 25, at the Government headquarters, Deputy Prime Minister Ho Quoc Dung chaired a working session with the Ministry of Justice on the progress of the implementation of the work program for December 2025 of the Ministry of Justice.

In removing bottlenecks due to legal regulations, the Ministry of Justice has reported to the Central Steering Committee on the results of handling and removing difficulties, obstacles, and "bottlenecks" due to legal regulations.

The total number of reflections and recommendations is 2,088, of which 787 reflections and recommendations are identified as having difficulties and problems that need to be addressed; 1,300 reflections and recommendations are identified as not being difficulty or problems; 1 reflection and recommendation is supplemented.

Regarding the progress of handling the above reflections and recommendations, with the results of perfecting the law to remove difficulties and obstacles due to legal regulations, to date, 275/787 reflections and recommendations (accounting for 34.9%) have been handled. It is expected that by the end of 2025, 462/787 feedbacks and recommendations will be processed (accounting for 58.7%).

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized 6 groups of key guiding contents that the Ministry of Justice and ministries and branches need to focus on implementing in the coming time.

Regarding fundamental innovation in the thinking of law-making and enforcement, linking administrative procedure reform with practice, the Deputy Prime Minister emphasized the need to amend inappropriate and unfeasible regulations. The improvement of the law must come from practical management, ensuring effective implementation.

Second, focus on handling outstanding documents and developing major projects to improve the legal system. The Ministry of Justice needs to develop projects of strategic and scientific scale, with a clear roadmap, in line with the world's development trend but close to Vietnam's practical conditions.

Third, improve the quality and ensure the progress of appraisal of legal documents. This is a key step in the law-making process, requiring the Ministry of Justice to carefully review and overcome the delay, ensuring that each document that is appraised meets the requirements of constitutionality, legality and feasibility.

Fourth, regarding the draft document on the results of implementing Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo, the Deputy Prime Minister requested the Ministry of Justice to complete official reports, and at the same time grasp the implementation situation at ministries and branches, especially the awareness and capacity of the team of law-making staff.

Fifth, it is necessary to ensure full implementation of regimes and policies for the team working in legal affairs and law-making. The Deputy Prime Minister emphasized the responsibility of heads of ministries and branches in directly directing this work; promptly remove obstacles in policy implementation, in order to consolidate and improve the quality of human resources in law.

Sixth, the Ministry of Justice needs to promote digital transformation and apply information technology in the entire judiciary. The Deputy Prime Minister affirmed that the effectiveness of management and operation depends largely on the attention of leaders in digital transformation.

The Deputy Prime Minister also requested the Ministry of Justice to continue to monitor and urge the removal of remaining "bottlenecks", clarify the responsibilities of each agency and level, and report fully and transparently to the Central Steering Committee on perfecting institutions, laws and the Government.
