With the theme "Promoting the heroic tradition and noble qualities of Uncle Ho's soldiers, the entire army competes to build a revolutionary, disciplined, elite, modern army, firmly defending the socialist Fatherland of Vietnam, together with the country in the era of strong, prosperous, civilized development, happiness", the Congress has the participation of more than 700 delegates.
The Congress aims to evaluate the results of emulation work, rewards and the Emulation and Victory Movement in the period of 2020-2025, determine the direction and tasks for the period of 2025-2030; reward and honor collectives and individuals with outstanding achievements in the emulation movement of the entire army in the past 5 years.
At the same time, continue to promote propaganda, dissemination, construction, and replication of advanced models and the movement to learn from good people and good deeds, becoming a profound, profound, and regular act of self-awareness in the entire army and the whole country.
