The working session of General Secretary To Lam and the working delegation reviewed and evaluated the situation and results of implementing the Resolutions and Conclusions of the Central Committee; the arrangement of local apparatus organizations (including mergers and consolidations); stabilization of the local situation in all aspects, national defense and security work; leadership in implementing local economic growth tasks; social security work, poverty reduction, improving people's lives and local proposals and recommendations.
With the results of implementing the Resolutions and Conclusions of the Central Government and a number of key tasks for socio-economic development to ensure national defense and security in the area, up to now, the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh have urgently reviewed and issued action programs, plans, and documents to implement the Central Government's directives.
With the results of the work of reorganizing the apparatus, the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh provinces have developed and issued plans, projects, action programs, and plans to reorganize the apparatus of the political system in the area. In particular, in implementing Directive No. 45, dated April 14, 2025 of the Politburo, the draft documents of the Phu Tho Provincial Party Congress (after the merger) for the 2025-2030 term have been completed, the draft has compiled and summarized the leadership, direction and implementation results of the Resolution of the Party Congress of the three provinces before the merger, especially setting out the goals, directions, key tasks, breakthroughs, solutions for the new term in accordance with the characteristics of the situation, space, and new development conditions of the province after the merger and has fully updated the new viewpoints, directions, and orientations of the Central Committee.

At the meeting, General Secretary To Lam affirmed that the three provinces with three unique characteristics are gradually converging into a unified whole, blending geography, history, culture, population and economic structure. The connection between industrial plains - historical midlands - ecological mountains not only creates favorable conditions in terms of administrative boundaries but also opens up opportunities to form a highly integrated, multi-center development model, both ensuring traditional heritage and moving towards a modern future.
To effectively exploit the potential, advantages and mutual complementarity between the three regions of the new Phu Tho province, General Secretary To Lam suggested urgently but firmly completing the reorganization of the apparatus according to the two-level local government model in accordance with the spirit of Resolution 60 and Conclusion 150 of the Politburo, ensuring the principles of streamlining, effectiveness, efficiency, transparency and smooth operation; continuing to rebuild the overall socio-economic development strategy for the new province in a methodical, scientific and long-term vision.
This is a strategic task, deciding the ability to promote the value of resonance between the three regions and shape the province's new position on the national development map. In particular, synchronously deploy development strategic breakthroughs, associated with the reality of the unified province and the spirit of major resolutions of the Central Government.
General Secretary To Lam also requested to prepare carefully and successfully organize the new Provincial Party Congress and its subordinate levels, ensuring progress, quality and correct political orientation. In particular, it is noted that the Congress Document must crystallize new thinking, new vision, and new development aspirations of a larger body, more motivated and diverse, not only a strategic mechanism of the three former provinces, but is truly a step of transition in development thinking, governance models and institutional design.
It is necessary to organize the work of summarizing practices well, carefully evaluating new characteristics after the merger, the requirements arising from integration, digital transformation, green, inclusive and sustainable development, thereby building a development vision to 2030, with a vision to 2045, in line with the spirit of the Resolution of the 13th National Party Congress.
