Implement the Ordinance on Management and Protection of the President Ho Chi Minh Mausoleum Relic Site

The plan aims to determine the responsibilities of agencies and units in implementing the Ordinance on Management and Protection of the President Ho Chi Minh Mausoleum Relic Site.

Politburo member and Prime Minister Pham Minh Chinh has just signed Decision No. 862/QD-TTg dated May 1, 2025 promulgating a plan to implement the Ordinance on Management and Protection of the President Ho Chi Minh Mausoleum Relic Site ( plan).

The purpose of the plan is to specifically determine the content of work, deadline, completion progress and responsibilities of relevant agencies and units in implementing the Ordinance, ensuring timeliness, synchronization, unity, effectiveness and efficiency.

Determine the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, agencies under the Government, localities and relevant agencies and units in implementing the Ordinance nationwide.

The plan aims to raise awareness and responsibility of all levels, sectors and people in implementing the Ordinance.

According to the plan, ministries and ministerial-level agencies will organize the review of legal documents issued by themselves, jointly issued or submitted to competent authorities for promulgation, and send the review results to the Ministry of National Defense for synthesis and reporting to the Prime Minister. Completion time is before May 19, 2025.

Before May 19, 2025, the Hanoi People's Committee will preside over and direct affiliated units to coordinate with relevant localities to review and system of documents issued by it.

At the same time, promulgating documents according to their competence or proposing the Government and the Prime Minister to amend, supplement and promulgate documents under the authority of the Government, the Prime Minister, and send it to the Ministry of Defense.

The Ministry of National Defense shall preside over and coordinate with the Ministry of Justice, the Government Office and relevant ministries and branches to develop a Decree detailing a number of articles and measures to implement the Ordinance on Management and Protection of the President Ho Chi Minh Mausoleum Relic Site (Clause 5, Article 14, Clause 5, Article 17, Clause 2, Article 18, Clause 2, Article 26, Clause 3, Article 31); promulgate in a shortened order and procedure. The submission time is before May 10, 2025.

The Minister of National Defense shall preside over and coordinate with relevant ministries and agencies to develop and promulgate Circulars: Circular detailing a number of articles of the Ordinance on Management and Protection of President Ho Chi Minh Mausoleum Relic Site under the management of the Ministry of National Defense (Clause 2, Article 12, Clause 3, Article 13, Clause 2, Article 16, Clause 2, Article 19); Circular regulating the ceremony of raising and lowering national flags (Clause 3, Article 19. The submission time is before May 10, 2025.

The Ministry of National Defense shall preside over and coordinate with relevant ministries and branches to compile documents to serve the dissemination and dissemination of the content of the Ordinance on Management and Protection of the President Ho Chi Minh Mausoleum Relic Site and documents guiding the implementation of the Ordinance.

In the last 6 months of 2025, the Ministry of National Defense will preside over and coordinate with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities; state administrative agencies, public service units, local governments, and state-owned enterprises in the area with works and areas in the President Ho Chi Minh Mausoleum Relic Site to organize conferences (directly and online) to disseminate and disseminate the Ordinance and documents detailing a number of articles of the Ordinance.
