The Steering Committee arranges administrative units at all levels and develops a model of organization of the two-level local government of the Government, has just issued Official Letter No. 05/CV-BCD to the Secretary of the Provincial Party Committee, the Party Committee and the Chairman of the People's Committee of the province and the centrally-run cities on the formulation and submission of the provincial and commune administrative units.
Accordingly, the Ministry of Home Affairs will base on the Project documents of provinces and cities to appraise, synthesize and develop a Joint Project during the holiday (from April 30 to May 4, 2025) to promptly submit to all levels according to regulations.
The Ministry of Home Affairs requests provinces and cities to arrange the permanent groups in the province during the holiday period shall be managed by the Director of the Department of Home Affairs to promptly exchange information and contents related to the project of arranging administrative units of the locality (when necessary) for the Ministry to complete the general project dossier to ensure quality and progress in accordance with the guiding requirements of the competent authority.
To ensure the above time schedule requirements, with 11 localities not implementing the arrangement of provincial-level administrative units in 2025 (including: Hanoi City, Hue City, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang), the Ministry of Home Affairs will appraise, complete the dossier and plan to submit it to the Government before May 5, 2025 to submit to the National Assembly Standing Committee for consideration and decision.

For these provinces and cities, the Steering Committee proposed that the Standing Committees of provinces and city Party Committees be assigned to preside over the development of the Project on the arrangement of provincial-level administrative units to proactively coordinate with the Standing Committees of provinces and city Party Committees to jointly arrange and collect a complete set of documents and documents to send to the Ministry of Home Affairs.
The Ministry of Home Affairs will then appraise and synthesize the development of a general project on the arrangement of administrative units at the provincial and commune levels and is expected to submit to the Government before September 6 to submit to the National Assembly and the National Assembly Standing Committee for consideration and decision.
