On September 3, a national conference was held in Hanoi to study, study, thoroughly grasp and implement a number of Resolutions and Directives of the Politburo.
Politburo Member, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented Resolution No. 27-NQ/TW, dated August 28, 2026 of the Politburo on developing regions and organizing national development space in the new period.
To successfully implement the Resolution of the 14th Party Congress, the 14th Politburo issued Resolution No. 27-NQ/TW dated August 28, 2026 on developing regions and organizing national development space in the new period.
According to Mr. Nguyen Thanh Nghi, the goal of the Resolution is to promote the leading, leading, and spreading role of dynamic regions, economic corridors, and growth poles; ensure the requirements of strategic autonomy, energy security, food security, and water security; improve the material and spiritual life of the people; and firmly ensure national defense and security.
According to the Resolution, the Politburo has agreed to put forward 3 guiding viewpoints. The Resolution also sets out goals and 22 specific targets by 2030 for each region, suitable to the potential, comparative advantages, development practices and for the regions to contribute to the overall development of the country.

The Resolution also set out 10 groups of key tasks and solutions to develop the region and reorganize the national development space.
Including strong innovation of the region's growth model towards developing data economy, green economy, circular economy, digital economy, taking science, technology, innovation and digital transformation as the main driving force, the axis throughout regional development.
Identify new growth drivers for each region associated with promoting digital transformation, green transformation, energy transformation, structural transformation and quality of human resources.
Synchronously develop markets related to production and business, especially the science and technology market, capital market and labor market.
Developing infrastructure to become a strategic economic sector. Railway, energy, urban, seaport and digital infrastructure projects must promote the development of domestic industries in parallel" - Head of the Central Policy and Strategy Committee emphasized.
Encourage the development of industries and fields with high added value, capable of deeply participating in the global value chain; support the development of processing and manufacturing industries, high-tech industries, supporting industries; create conditions for the development of high-quality financial services, logistics, e-commerce, and tourism.
Continue to innovate development thinking from mainly relying on available resources to constructive thinking, leading and unlocking, activating social resources. Creating conditions for the private sector to develop strongly, becoming the most important driving force of the economy.
Along with that is to complete the planning of the urban system in the direction of developing growth poles, economic - urban corridors, economic centers and dynamic urban areas; developing green urban models, smart urban areas, and compact urban areas.
Invest in developing growth poles, large cities to play a good role in forming, leading, spreading and developing urban - industrial - service corridors. Prioritize the development of the two largest growth poles in the country, which are Hanoi urban area and Ho Chi Minh City urban area.
The Head of the Central Policy and Strategy Committee said that the Resolution strives to build at least 5 urban areas of international stature by 2045, playing the role of a focal point connecting and developing with regional and international networks.
