From "ad administrative management" to "development management"
This is considered an important turning point in the process of building a unified, shared national digital space, based on data and digital technology, creating a foundation for fundamental transformation from traditional administrative management methods to modern development governance, with people and businesses as the center.
For many years, our country's political system has been operating according to a management administrative model with heavy procedures and documents, making information easily disjointed, data unsynchronized, leading to a situation of "residing on information" at many levels and many sectors. Regulation 05 was issued to overcome those limitations, creating a unified national digital space, where data is considered a valuable resource, exploited, shared and used for development. The goal of the Regulation is to build a modern, transparent, effective national governance system capable of forecasting and making timely decisions based on data evidence.
The outstanding new point of the Regulation is the conversion of thinking from "ad administrative management" to "development management". If in the past, leadership and direction were mainly based on administrative orders and late reporting, now all activities will rely on real-time data, handled by digital technology and artificial intelligence. This is a fundamental shift, bringing State management from passive to proactive, from incident handling to forecasting and prevention, from general instructions to specific, measurable and personalized policies for each locality and each field.
Regulation 05 sets out 7 core principles, emphasizing results-based governance, data-based leadership and management, smart operations and automation, strong decentralization and delegation of power on digital platforms, taking users as the center, ensuring network safety and security, while promoting the development of open data to increase transparency and encourage innovation. These principles are closely linked, complementing each other, forming a unified whole, towards a governance that is both effective and close to the people.
To realize it, the model is designed according to a four-layered overall architecture, including shared digital infrastructure and cybersecurity, core data and platform, shared applications and operations, and interactive and measurement channels. In which, data and artificial intelligence play a central core role, connecting throughout the entire system. This layering method helps to clearly identify the role and responsibility of each agency, while ensuring that components can develop independently but still be closely connected.
At the provincial and municipal levels, data-based governance models require local leaders to change their operating methods. From now on, direction will no longer depend entirely on meetings but will be based on real-time data visualized at the Smart Operations Center. Data from communes, departments, even from environmental sensors or people's reflections will be brought to the province's data warehouse, analyzed using an artificial intelligence platform to detect abnormalities and forecast trends. From there, leaders can assign tasks directly, specifically, within a time limit, and at the same time monitor the results through index tables. This approach both promotes the initiative of the commune level and improves the monitoring and management capacity of the provincial level, ensuring that decisions are made accurately and promptly.
The consistent highlight of Regulation 05 is to put people and businesses at the center of the transformation process. National digital space is not only to serve the government, but also directly serves the needs of the people. Online public services are simplified and transparent, helping to save time and costs. People can submit documents, sign numbers, pay online, and receive results via the VNeID application without the need for cumbersome documents. At the same time, the rights of the people are better protected when all governance activities are transparent.
practice in Cua Nam ward (Hanoi) shows positive signals. The application of AI robots to public administration has received a welcome from the people. Many elderly people are now used to using smartphones to receive invitations and complete procedures online. That affirms that when technology is deployed properly, people will easily access and benefit directly from digital transformation.
Roadmap to make Vietnam one of the top 30 countries in the world in innovation and digital transformation
Regulation 05 is also included in the roadmap for implementing Resolution No. 57-NQ/TW of the Politburo on the development of science and technology, innovation and national digital transformation. The strategic goal is that by 2030, the digital economy will account for at least 30% of GDP; by 2045, it will reach 50% of GDP, making Vietnam one of the top 30 countries in the world in innovation and digital transformation. Current figures have reflected initial results: Vietnam's digital government ranking will increase by 15 places in 2025; the rate of full online records will reach nearly 40%; IT revenue will reach more than 2.7 million billion VND; 99.3% of villages and hamlets will have mobile broadband coverage, while 26% of the population will have 5G coverage. This is an important foundation for us to move towards higher goals.
In the long-term vision, Vietnam aims to build a creative, smart State, operating "digital from the beginning", where all management decisions are based on real-time data and artificial intelligence, comprehensive, paperless public services, personalized according to the needs of each citizen. Along with that is the development of a dynamic digital economy.
With Regulation 05-QD/BCDTW, converting thinking from administrative management to development management, taking the people as the center, is the key for Vietnam to make a breakthrough in the digital age, shortening the development gap and integrating more deeply with the world.
