In Military Region 4 alone, the force of 116,940 officers and soldiers (15,365, Militia 101,575) and 1,213 vehicles of all kinds (635 cars, 31 special vehicles, 547 boats).
Providing 13 tons of dry food and 2 tons of canned meat to Military Region 4 to help localities to support people affected by storm No. 5 when required.
The Ministry of National Defense directed Military Region 4 to mobilize 7,082 ministries and soldiers to coordinate with local authorities to deploy response work according to the "4 on-site" motto for storm No. 5 in 5 provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue City.
The authorities have evacuated 14,704 households, 728 tents and hutters/43,861 people to safe places (including: Ninh Binh 728 tents and hutts/894 people; Thanh Hoa 1,799 households/6,548 people; Nghe An 4,245 households/14,135 people; Ha Tinh 7,056 households/17,274 people; Quang Tri 1,604 households/5,010 people).
Along with that, the authorities called on 23,275 ships, boats with 76,884 workers to take safe shelter. There are 32 ships and boats with 225 workers operating in safe coastal areas, not returning to shore for shelter.

Regarding the thunderstorms in localities, at 11:45 a.m. on August 24, in Kinh Moi Hamlet, Khanh Hung Commune, Ca Mau Province, a thunderstorm occurred, blowing off the roofs of 4 houses. The locality mobilized 9 militia to coordinate with local forces to help people overcome the consequences.
At 3:30 p.m. on August 24, in the communes of Thuong Ha, Bao Yen, Phuc Khanh, Van Ban, Chau Que, Khanh Yen, Lao Cai province, thunderstorms occurred, consequences: Roofs of 80 houses were blown off. The locality mobilized local forces to overcome the consequences.
Regarding search and rescue work, at 7:15 a.m. on August 24, about 24 nautical miles south-southeast of Vung Tau Cape/Ho Chi Minh City, BV 97181 TS/04 LD was sunk by waves, 4 workers were almost rescued by BV 99268 TS.
