At the announcement ceremony of the establishment of the National Data Center held on February 25, Politburo member and Minister of Public Security Luong Tam Quang emphasized that, along with the success of Project 06, the National Data Center (DLQG) is a comprehensive data warehouse, a pillar to develop and form digital products and reliable data systems of the State to connect, share, create many new values for development; contribute to ensuring a safe and stable digital infrastructure, creating a solid foundation for the process of building a digital government, digital economy, and digital society.
Minister Luong Tam Quang suggested that the Center's Board of Directors focus on directing the effective implementation of a number of key tasks.
First of all, legally, it is necessary to urgently coordinate with relevant units to develop and advise on the issuance of documents guiding the implementation to ensure consistency and effectiveness with the time of the Data Law.
Research and develop the Data Science Innovation Fund to support individuals and businesses to start innovative startups in the data field. Coordinate research and development of mechanisms and policies to encourage data exploitation and use to promote innovation and develop the digital economy.
Regarding data and expertise, Minister Luong Tam Quang suggested that the Center closely coordinate with the Department of Administrative Management of Social Order to promote the early completion of national defense agencies and specialized databases; especially core databases to develop synthetic data warehouses, human-related data as the main pillar, creating a foundation for digital government development, promoting the digital economy and forming a digital society.
Develop and deploy a set of architectural planning standards for national language agencies on data decentralization and classification; complete specific planning for storage division, establish information security and safety policies for each type of data. Coordinate research and development of synchronous regulations on data from population databases and ID cards; research and advise on early construction of data floors and open data portals.
Regarding resources, Minister Luong Tam Quang requested urgent stabilization and proposal to improve the organization according to each development stage of the Center.
Major General Nguyen Ngoc Cuong - Director of the Center - affirmed that the collective leadership and staff of the Center deeply recognized that they will have to make great efforts, overcome all difficulties and challenges, be dedicated and devoted to the common goal of building the Center into a pillar to successfully carry out the national digital transformation revolution, bring the country into a new era, promote the development process and promote data exploitation to serve socio-economic development.
At the Conference, the Ministry of Public Security also announced the establishment of 3 functional departments under the National Defense Center, including: General Staff Department, Logistics Department, Data Management Department. Major General Nguyen Ngoc Cuong - Director of the Department of Administrative Management of Social Order - was transferred to the position of Director of the DLQG Center.
