Article 38 of the Law on Grassroots Democracy stipulates the duties and powers of the People's Inspection Committee in communes, wards and towns as follows:
1. Inspect the implementation of decisions discussed and decided by the People; supervise the implementation of policies, laws, and the implementation of laws on democracy at the grassroots level by local authorities at the commune level, commune-level cadres, civil servants, and part-time activists at the commune level, in villages, and residential groups.
2. Recommend competent authorities and individuals to handle violations in accordance with the law when detecting signs of law violations and supervise the implementation of such recommendations.
3. Request local authorities at the commune level, officials and civil servants at the commune level to provide relevant information and documents to serve verification, inspection and supervision.
4. Review and verify specific cases according to recommendations of citizens and communities.
5. Recommend the Chairman of the People's Committee at the commune level, cadres and civil servants at the commune level, Village Chiefs, and Heads of Residential Groups to overcome limitations and shortcomings discovered through inspection and supervision; ensure the legitimate rights and interests of organizations and citizens; commend units and individuals with achievements. In case of detecting people who violate the law, recommend competent agencies and organizations to consider and handle.
6. Attend meetings of the People's Council and People's Committee at the commune level with contents related to the implementation of inspection and supervision tasks of the People's Inspectorate.
7. Receive suggestions and feedback from citizens, communities and organizations and individuals related to the scope of inspection and supervision of the People's Inspectorate.
Thus, the People's Inspectorate in communes and wards has the authority as prescribed above.
