Labor export is the common term used by people for the legal term for workers working abroad under contracts.
Clauses 4, 7, Article 9 of the 2025 Law on Employment stipulates as follows:
4. Subjects borrowing capital to support working abroad under contracts with lower interest rates include:
a) Employees who are ethnic minorities in poor households;
b) Workers who are Kinh ethnic people from poor households living in areas with particularly difficult socio-economic conditions as prescribed by the Government;
c) Other subjects decided by the Government based on the socio-economic situation and the request for loans to solve employment.
7. Employees are eligible for loans to support working abroad under contracts when they meet the following conditions:
a) Have full civil act capacity;
b) Having signed a contract with a service enterprise or a public service unit to send workers to work abroad under a contract as prescribed by law;
c) Implement loan guarantee according to legal regulations.
Thus, those who are allowed to borrow capital at lower interest rates to go abroad to work and the conditions for borrowing capital are prescribed as above.
