The People's Council is held secretly when necessary

Article 32 of the Law on Organization of Local Government (effective from March 1, 2025) stipulates the meeting of the People's Council as follows:

1. The People's Council meets at least 02 times a year.

The People's Council decides the plan to organize regular meetings at the first meeting of the People's Council for the five terms and the last meeting of the previous year for the following years of the term at the request of the Standing Committee of the People's Council.

2. The People's Council holds a thematic meeting or a meeting to resolve unexpected work when the Standing Committee of the People's Council, Chairman of the People's Committee at the same level or at least one-third of the total number of People's Council delegates request.

3. Voters in communes, wards and townships have the right to request a request for the People's Council of communes, wards and townships to meet, discuss and decide on the tasks of communes, wards and townships. When the request is signed by over 10% of the total number of voters of the commune, ward and township according to the list of voters elections of the People's Council of the commune at the nearest election, the Standing Committee of the People's Council at the commune level is responsible for organizing the thematic People's Council meeting or meeting to resolve the unexpected arising work to discuss the content that voters recommend. Voter's request is considered valid when accompanied by full signatures, full name, date, month, year of birth and address of each signer. Those who signed the application were sent to be a representative to attend the People's Council meeting on the content of the voter proposed.

4. The People's Council meets publicly. In case of necessity, at the request of the Standing Committee of the People's Council, the President of the People's Committee of the same level or the request of at least one third of the total number of delegates of the People's Council, the People's Council decides to meet.
