Forging People's Public Security uniforms is fined up to 30 million VND

The Lao Dong Newspaper Legal Consulting Office replied:

Article 23 of Decree 282/2025/ND-CP (effective from December 15, 2025) stipulates as follows:

1. Fines from VND 500,000 to VND 1.5 million for the act of illegally storing or using uniforms, badges, numbers, People's Public Security certificates or other documents reserved for the People's Public Security force.

2. Fines from VND 5 million to VND 10 million for the act of illegally buying, selling or exchanging uniforms, ratings, badges, numbers, People's Public Security certificates or other documents reserved for the People's Public Security force, except for the cases specified in Point k, Clause 4, Article 15 of this Decree.

3. Fines from 10 million VND to 30 million VND for illegal production or forgery of uniforms, badges, badges, and numbers; erasing or correcting the content of People's Police documents or other documents reserved for the People's Police force.

4. Additional penalty:

a) Confiscation of exhibits and means of administrative violation for violations specified in Clauses 1, 2 and 3 of this Article;

b) Based on the nature, extent, consequences of the violation, the violator and mitigating circumstances, aggravating circumstances to decide to apply the form of deportation penalty to foreigners who commit administrative violations as prescribed in Clauses 2 and 3 of this Article.

5. Remedial measures:

Forced to return any illegal profits obtained from committing a violation of the provisions of Clauses 2 and 3 of this Article.

Thus, from December 15, 2025, forging the People's Public Security uniform can be fined up to 30 million VND and other additional penalties and remedial measures as above.
