For the ranking level: For the Team, the Team members include 4 levels: Excellent completion of tasks; good completion of tasks; completion of tasks; failure to complete tasks.
The Chairman of the Commune-level People's Committee decides that the number of Groups and Group members in the managed area classified as "Excellently completed tasks" does not exceed 20% of the total number of Groups and Group members in the managed area classified as "Goodly completed tasks".
For Teams with missing Team Leaders, Deputy Team Leaders (assigned to be in charge) to preside over organizing Team meetings. The ranking level of Team Leaders or Deputy Team Leaders (assigned to be in charge) is not higher than the ranking level of the Team they head, except in cases where they are newly transferred and are assessed as not related to the ranking level of the Team.
Not yet assessed for Groups, Group members who are in the period of complaints and denunciations; not yet assessed for Groups newly established that have not been operating for 9 months, and Group members who have participated for less than 9 months in the year up to the time of assessment.
Based on the results of classification and evaluation, the Chairman of the Commune-level People's Committee commended and researched, selected, and proposed functional agencies to commend and reward according to their authority to encourage groups and members of grassroots security and order protection groups with outstanding and typical achievements.
