The Lao Dong Newspaper Legal Consulting Office replied:
Article 34 of the Model Working Regulations of the People's Committees of communes, wards, and special zones handed over together with Decree 315/2025/ND-CP (effective from December 8, 2025) stipulates the responsibilities of the Chairman of the People's Committee at the commune level as follows:
1. Direct the implementation of citizen reception, handling complaints, denunciations, recommendations, and reflections according to the provisions of law; publicize the progress and results of the settlement. Regularly, organize meetings with the Vice Chairman of the People's Committee and heads of relevant agencies, organizations and units under the People's Committee at the commune level to direct the resolution of outstanding cases.
2. Directly receive citizens according to the provisions of law. The reception of citizens must be closely coordinated with the Standing Committee of the Party Committee, the Standing Committee of the People's Council at the commune level, and the Vietnam Fatherland Front Committee at the same level; promoting digital transformation in citizen reception work.
3. Resolve complaints, denunciations, recommendations, and reflections according to authority; if necessary, the Vice Chairman of the People's Committee may be assigned to be in charge of the settlement field according to the provisions of law.
4. Be responsible to the People's Committee and the Chairman of the Provincial People's Committee if there is any corruption, waste, complaints, denunciations, recommendations, or reflections that are backlogged, prolonged, or beyond the level under management.
Thus, the responsibility for handling complaints and denunciations of the Chairman of the People's Committee at the commune level is stipulated as above.
