    A reader with email levuxxx@gmail.com asked: How is the Ho Chi Minh City Department of Construction responsible for managing construction order according to the new regulations?

    The Lao Dong Newspaper Legal Consulting Office replied:

    Clause 1, Article 3 of Decision No. 25/2025/QD-UBND dated November 8, 2025 of the Ho Chi Minh City People's Committee regulating the decentralization of construction order management in Ho Chi Minh City (effective from November 20, 2025), stipulates that the Department of Construction is responsible for monitoring, inspecting, detecting, preventing and handling:

    a) Construction works granted by the Department of Construction with construction permits and construction investment decisions; construction investment projects appraised by the Department of Construction with the feasibility study report on construction investment and construction design implemented after the basic design according to the authority and according to decentralization, authorization and adjustment of the City People's Committee.

    b) Construction works are appraised by a specialized construction agency under the Ministry of Construction for the Feasibility Study Report on investment in construction, construction design implemented after the basic design.

    Thus, from November 20, 2025, the Ho Chi Minh City Department of Construction is responsible for managing construction order according to the above regulations.
