Clause 2, Article 26 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates as follows:

2. Based on the results of periodic or annual quality assessment and classification, the competent authority decides:

a) Implementing training, fostering, planning, mobilization, appointment, and reappointment;

b) Implementing salary regimes, regimes, and other policies according to the provisions of law and regulations of competent authorities; implementing rewards, additional income regimes, and bonuses according to regulations;

c) Considering and assigning to a suitable job position at a lower level or dismissing in cases of failure to complete tasks or not meeting task requirements.

Thus, from July 1, 2026, the evaluation and classification of public employees will be carried out to achieve the above-mentioned objectives.
