Review dossiers, classify problems
To ensure the progress of site handover to serve the Lao Cai - Hanoi - Hai Phong railway construction investment project, the site of the Ben Qua area leveling and technical infrastructure project (Bat Xat commune, Lao Cai province) is maintaining an urgent construction schedule with 5 continuous construction bridges.

Although there are still some locations where site clearance has not been completed, the investor and contractor clearly define the motto "where there is land, construct compactly", determined not to let the overall progress of the project be affected.
On the construction site, hundreds of engineers and workers along with machinery and transportation vehicles operate continuously. The sound of machines and the bustling pace of labor throughout the holidays is like a commitment to the progress of the national key transportation project.



According to Major Le Thanh Dat - Site Commander, Truong Son Construction Corporation is currently maintaining more than 100 engineers and workers along with dozens of equipment and vehicles, organizing 5 construction teams, including 2 teams for excavating and filling ground, connecting roads and 3 teams for casting components.
The weather is favorable for construction. If the locality hands over more land, we are ready to increase manpower, equipment, and expand the construction wing to speed up progress," Major Le Thanh Dat said.
To date, the project has been handed over about 10ha/75ha of total area. For the area that has land, the construction volume has reached about 95%.

To remove bottlenecks, Bat Xat commune is implementing a peak period of "40 days and nights of site clearance" (from December 22, 2025 to January 30, 2026).
The focus is on reviewing dossiers, classifying problems, strengthening dialogue with the people, completing the steps of appraisal, approval and compensation payment, ensuring publicity, transparency and the legitimate rights of the people.

Mr. Nguyen Viet Tien - Deputy Director of the Bat Xat area Construction Investment Project Management Board said that the biggest difficulty currently is handling cases related to inheritance and recovering 5% of land area managed by communes in the past. These obstacles relate to 112 households, accounting for about half of the clearance area of resettlement areas.
We are coordinating with relevant units to organize meetings to review and clarify each case, ensuring the rights of people in accordance with regulations," Mr. Tien said.
Synchronous implementation of solutions
Not only in Lao Cai, site clearance for the Lao Cai - Hanoi - Hai Phong railway line in Phu Tho province is also being drastically implemented.

An important milestone was recorded on December 19, 2025, the Phu Tho station building and square project officially started under the direction of the Prime Minister, with a total investment of 3,347 billion VND.
According to the design, the railway section through Phu Tho is about 95.1km long, passing through 20 communes and wards, arranging 7 types of stations. The project is expected to recover over 630ha of land, affecting more than 1,800 households, and at the same time must build 38 new resettlement areas, relocate nearly 5 people's cemeteries and many technical and social infrastructure projects.

Mr. Le Minh Quang - Deputy Director of Phu Tho Regional Land Development Center Branch said that the section passing through Phong Chau ward alone is more than 6.7km long, the recovered area is over 22ha, and the volume of site clearance is very large.
We have strengthened coordination with local authorities, synchronously deploying solutions to hand over land on schedule," Mr. Quang informed.

Currently, the project management boards have completed 100% of the measurement work, identified 38 locations of resettlement areas and 5 expanded cemeteries, and completed compensation, support and overall resettlement plans in the area.
At a recent field inspection, Minister of Construction Tran Hong Minh emphasized that the Lao Cai - Hanoi - Hai Phong railway line is a key national transport project, in which the section through Lao Cai and Phu Tho plays the role of "first link", activating the entire logistics chain of the project.
If site clearance is slow, the entire route will be slower. It is necessary to do both site clearance and resettlement in parallel so that people can soon stabilize their lives," Minister Tran Hong Minh emphasized.
