Dak Nong province is considering three design options proposed by the investor joint venture for the North-South Expressway construction investment project, western section Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).
This project was approved by the National Assembly at the end of June 2024. Accordingly, the project is expected to be 128.8km long. Of which, 101km will pass through Binh Phuoc province and 27.8km through Dak Nong.
The project has 5 component projects. Component project 1 invests in the construction of a highway, with the People's Committee of Binh Phuoc province as the investor.
Dak Nong and Binh Phuoc Provincial People's Committees are in charge of two component projects on site clearance and construction of service roads, the section passing through their provinces.
According to the Department of Transport of Dak Nong, at the end of October 2024, the People's Committee of Binh Phuoc province signed an agreement with the consortium of Vingroup Corporation - Joint Stock Company and Vietnam Technological and Commercial Joint Stock Bank (Techcombank).
Content of agreement on preparing project feasibility study report under public-private partnership method.
Currently, the investor consortium is organizing the preparation of a feasibility study report for component project 1.
The component project in Dak Nong has not been implemented yet because it depends on the progress of component project 1.
During the process of developing a basic design plan for the route through Dak Nong province, the investor consortium proposed 3 implementation options.
The approved pre-feasibility study determined the starting point of the route from intersection with Ho Chi Minh Road at Km1796+400 to Km1915+900. The total length of the route through Dak Nong is about 15.3km with a construction cost of VND2,948 billion.
The remaining two options have the centerline shifted to the West compared to the pre-feasibility option from 3.5 - 7.85km.
If moving to the West, the highway section through Dak Nong will only be about 11 - 12.53km. The construction cost of the section through Dak Nong will be reduced to 1,500 - 1,828 billion VND.
The investor consortium proposed a plan to move the starting point of the expressway to the West to ensure finance and site clearance implementation.
This means that the highway section passing through Dak Nong will be shortened by many kilometers compared to the original plan.
According to the Department of Transport, the three options of the investor do not change the goals and scale of the project approved by the National Assembly.
The investor proposing the project also requested to prepare design documents for all three options mentioned above. After that, the competent authority will appraise, approve according to regulations and select the investment.
In particular, Dak Nong considers prioritizing the option of adjusting the first section of the route to the West compared to the pre-feasibility option by about 3.5km.
Currently, the Department of Transport has requested the Dak Nong Provincial People's Committee to organize a meeting with investors and related units to discuss and agree on the design plan for the first line facility.
