Emulation Cluster No. 7 of Vietnam Social Security (BHXH) includes BHXH of Ha Tinh, Dak Lak, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong provinces, headed by Ha Tinh Provincial Social Insurance.
In 2025, in the context of the social insurance sector streamlining the apparatus, the tasks set for social insurance in the provinces are extremely heavy, units in Emulation Cluster No. 7 have proposed many specific contents, targets, and emulation measures, striving to achieve and exceed the targets assigned by Vietnam Social Security.
In 2025, the total collection of social insurance, health insurance, and unemployment insurance of the entire cluster reached more than 81,094 billion VND; the average of the entire cluster reached 106.98% of the plan. In which, provinces with high collection rates such as: Nghe An 111.14%; Thanh Hoa 110.66%; Gia Lai 109.56%; Ha Tinh 105.63%.
The entire emulation cluster solved the problem for 773,159 people receiving pensions and monthly social insurance allowances (an increase of 29,845 people, an increase of 4%); 1,126,067 people/turn of people solved the problem of enjoying social insurance regimes (of which, there were 157,870 people enjoying one-time social insurance, a decrease of 23% compared to the previous year); 861,863 turns of people enjoying sickness, maternity, health recovery regimes.
Implementing the reception of 137,855 people receiving unemployment benefits and 7,474 people deciding to receive vocational training support to be paid. Strengthening inspection of medical examination and treatment work, management and use of medical examination and treatment funds at medical facilities.
Emulation and commendation work is given due attention by member units of the Emulation Cluster, going into depth, actively and enthusiastically operating, achieving high efficiency in implementing the patriotic emulation movement launched by Vietnam Social Security and localities.
In 2025, Cluster of Emulation No. 7 has 3 individuals who are social insurance leaders of Nghe An; Gia Lai and Ha Tinh provinces honored to receive the Third-class Labor Medal for their outstanding achievements in their work process, contributing to the cause of building socialism and protecting the Fatherland.
1 collective was awarded the Government Emulation Flag and 1 collective was awarded the Ministry of Finance Emulation Flag; 12 collectives were awarded the Emulation Flag of Vietnam Social Security; 1 collective and 36 individuals were honored to receive certificates of merit from the Prime Minister; 11 collectives were awarded Certificates of Merit of Vietnam Social Security.
At the conference, representatives of units in the Emulation Cluster discussed, exchanged, and shared good experiences, creative and effective ways of doing things in implementing the emulation movement of the sector and the locality. At the same time, they clearly pointed out the advantages, difficulties as well as shortcomings and limitations.
Also at the conference, units in Emulation Cluster No. 7 elected Dak Lak Provincial Social Insurance as Cluster Head of the Emulation Cluster in 2026; Quang Tri Provincial Social Insurance as Deputy Cluster Head.
At the same time, launching emulation with the theme: "Unity, innovation, creativity, development, striving to excellently complete the tasks of 2026 for sustainable social security" and signing the emulation agreement for 2026.
