According to the People's Committee of Ha Tinh province, the North-South expressway construction project in the East phase 2021-2025, the section passing through Ha Tinh province, has a total length of more than 104km.
Up to now, the project has been basically completed; the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang sections have been accepted and opened to traffic on the main route. However, during the construction process, some problems and problems arose that localities, units and households proposed to handle.

The People's Committee of Ha Tinh province issued Document No. 2916 dated May 11.5; The Department of Construction issued Document No. 2125 dated May 19 and No. 2493 dated June 4, requesting the Management Board of Thang Long Project and the Management Board of Project 6 (investor) to inspect and handle.
The Ministry of Construction has issued Document No. 4924 dated June 12 directing the Project Management Board 6 and contractors to repair and restore the local routes used to serve the project construction.
However, according to the report of the Department of Construction in document No. 2717 dated June 13, up to now, the above recommendations have not been resolved by the investor in a timely manner.
In order to promptly resolve recommendations, avoid arising complaints and lawsuits that are prolonged and exceed the central level; based on the proposal of the Department of Construction, the People's Committee of Ha Tinh province respectfully requests the Ministry of Construction to direct the Thang Long Project Management Board and the Project 6 Management Board to urgently inspect, review, and have a plan to handle and respond to the legitimate recommendations of the people and local authorities, according to the People's Committee of Ha Tinh province.
Mr. Hoang Chien Thang - Director of the Bai Vot - Ham Nghi Expressway Project Management Board - said that contractors are still implementing the repair of the routes that they previously borrowed from the locality to transport construction materials for the expressway, leading to damage, subsidence, and degradation. The repair work is expected to be completed in July 2025.
Mr. Nguyen Khac Trung - Director of the North - South Expressway Component Project Management Board, Ham Nghi - Vung Ang section - said that up to now, the compensation for cracked houses of people whose houses were cracked due to the impact of the construction of the Ham Nghi - Vung Ang section has not been completed.
According to Mr. Trung, only the first phase of compensation payment with a budget of more than 1.5 billion VND has been completed, while the second phase has not yet completed the appraisal, finalization of the list, and unification of the compensation level.
Mr. Trung added that up to now, basically the routes borrowed for the construction of the Ham Nghi - Vung Ang expressway have been repaired and returned to the locality.
Regarding the fact that many communes that the North - South Expressway Project passes through have a series of recommendations to add connecting crossings, inland ditches, water drainage culverts, and drainage in the fields due to the impact of expressway construction, the representative of the investor of the two expressway component projects said that the contractors are reviewing and only implementing repairs and supplements with reasonable and well-founded recommendations.
