Accordingly, Dien Bien province decided to establish regional agencies in the fields of education, agriculture and project management. This is an activity to reorganize the apparatus to comply with the 2-level local government model, when operating from July 1.
Specifically, 4 vocational education - Continuing education (VET) centers in the region will be established on the basis of merging provincial and district-level centers. 4 Centers in this area are continuing education institutions in the national education system and are public service units under the Department of Education and Training.

According to the reporter's research, Center 1 was established on the basis of merging the Provincial Education and Training Center, the Provincial Foreign Language - Information Technology Center, and the Education and Training Centers of Dien Bien and Dien Bien Dong districts. The 2nd Center merged from the vocational education and training centers of the 3 districts of Tuan Giao, Muong Ang and Tua Chua.
Center 3 merged from the Center for Continuing Education and Training of Muong Lay town and Muong Cha district. The 4th Center merged from the vocational education and training centers of Muong Nhe and Nam Po districts.
Regarding personnel, 4 centers were assigned a total of 167 people to work on the basis of receiving the status of civil servants from the old units. The leadership of each center includes a Director and no more than 2 Deputy Directors. The centers have 5 professional and technical groups.

Similarly, Dien Bien province also established 5 Agricultural Service Centers (ASCs) under the Department of Agriculture and Environment. 5 Centers have the function of providing public service in the fields of animal husbandry, veterinary medicine, cultivation, plant and aquatic product protection and agricultural services.
Specifically, the Region 1 Service Center is reorganized from the Muong Ang District Service Center and the Dien Bien Phu City General Economic Service Center, which serves 7 communes and wards. Area 2, reorganized from the Dien Bien District and Dien Bien Dong District Employment Service Centers, to serve 12 communes.
Area 3, reorganized from the DVNN Center of Tuan Giao district and Tua Chua district, serving 10 communes. Area 4, reorganized from the DVNN Center of Muong Cha district and Muong Lay town, serving 7 communes. Area 5, reorganized from the DVNN Center of Muong Nhe district and Nam Po district, to serve 9 communes.
164 civil servants from district-level centers will be transferred to regional centers.

Along with the arrangement of the above centers, the province has also just announced the decision to establish 5 regional project management boards on the basis of receiving personnel and facilities from project management boards and developing district-level (old) land funds.
Speaking at the announcement ceremony of decisions on personnel work on June 28, Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee - said that the establishment of 5 regional project management boards is part of the roadmap for reorganizing the project management and land fund development model.
"It is very necessary to improve staff and establish regional project management boards in the context of the province promoting administrative reform and implementing key tasks, especially in the field of public investment. Regional Committees must urgently stabilize the organizational structure and receive transitional projects to ensure uninterrupted operations" - Mr. Le Thanh Do emphasized.
According to the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Dien Bien province, 129 communes, wards and towns will be rearranged to establish 45 new commune-level administrative units (42 communes, 3 wards).
