Many items are not completed, functions are not promoted
According to the report of the Quang Tri Provincial Investment and Construction Project Management Board, the above project was started in 2018 with a total investment of more than 262 billion VND. The goal is to provide irrigation water for nearly 3,300 hectares of crops, serve daily life, improve the ecological environment and aquaculture. After many years of implementation, the project still has a series of problems with site clearance, design adjustments and acceptance procedures.
The entire project has 24 works, but only 18 works have been approved for handover or basic completion. The two projects are still completing documents for acceptance inspection after July 1, 2025.
Notably, 4 projects have not been handed over due to not yet completed site clearance, not enough capital allocation and design adjustments during the implementation process. For example, the embankment protecting Vinh Dai pumping station, Dau Binh pumping station, the construction road combined with management and the road to restore the lake bed of Ban Chua 1 dam... Some works have been administratively sanctioned by competent authorities for violating the approved construction design, changing the status but have not yet completed the adjustment procedures.
Request to completely handle, avoid wasting investment capital
According to the Department of Agriculture and Environment, adjusting the scale of some items will reduce irrigation areas for production, directly affecting the original target.
Typically, the Ban Chua 1 Dam project had to cut nearly 1km of the final pipeline due to no longer having capital to clear the site and land disputes, while the My Hoa pumping station reduced the main pipeline, branch pipes and rainwater spraying irrigation lines. The locality has repeatedly recommended increasing local budget capital to complete the low-voltage power item, avoiding wasting invested infrastructure.
However, the Project Management Board affirmed that the adjusted works have been constructed basically to ensure technical requirements and have been independently inspected, have the effect of preventing floods, serving people's lives in the project area. The construction value decreased by more than 390 million VND compared to the estimate, saving about 2.3 billion VND in compensation and support costs for site clearance, not exceeding the total approved investment. The unit also committed to raising the warranty period for completed items from 1 year to 2 years, raising the total warranty period to 5.5 years to ensure the quality and responsibility of the project.
On June 28, the People's Committee of Quang Tri province issued a document requesting relevant departments, branches and the Project Management Board to urgently coordinate to completely handle the problems. The Department of Construction is assigned to preside over the appraisal and adjustment of feasibility study reports and implementation designs after basic designs for constructed works with changes compared to approved designs. The Department of Agriculture and Environment continues to review and synthesize the remaining contents, reporting to the Provincial People's Committee for consideration and approval of project dossier adjustments. At the same time, the Provincial People's Committee allowed the extension of the project implementation period and related contracts until December 31, 2025 to have a basis to complete the procedures and put the entire project into use.
Faced with the situation of not being able to complete for many years, the leaders of Quang Tri province emphasized the requirement for relevant agencies and units to strictly handle violations, speed up the progress of appraisal and approval, ensure maximum use of the completed volume, and avoid wasting State capital.
