The Standing Vice Chairman of the City People's Committee, Duong Duc Tuan, has just signed and issued Official Letter No. 6381 dated December 3 on the implementation of the City Party Committee's direction in Notice No. 88-TB/TU dated December 1, 2025.
Regarding site clearance, the Hanoi People's Committee requested the People's Committees of the communes and wards: Tay Ho, Hong Ha, Bo De, Dong Anh, Thanh Tri, Nam Phu, Bat Trang, Cua Nam, Hong Ha, Long Bien, Bo De, Hai Ba Trung, Thuong Cat, Thien Loc, Phuc Tho, Me Linh, O Dien, Hong Van, Thu Lam (Hanoi city); requested the People's Committees of the communes: Van Giang, Phung Cong, Me So (Hung Yen province) and related units to complete all site clearance before December 31, 2025 to hand over the site to the Hanoi City Traffic Construction Investment Project Management Board.
The city's Departments and branches are responsible for coordinating with communes, wards, and the Hanoi City Traffic Construction Investment Project Management Board to focus on moving floating underground works to meet the construction stages, completing the entire project before the first quarter of 2026.
Assign the People's Committees of the above communes and wards to continue reviewing and proposing mechanisms and policies in site clearance, compensation, resettlement, etc.
The proposal to include in the draft Resolution on the specific mechanism of the city being developed to submit to the National Assembly and update during the process of amending the Capital Law and the new Resolution replacing Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of Hanoi Capital to 2030, with a vision to 2045, is expected to be submitted to the National Assembly at the first session in 2026.
Regarding the progress of project implementation: Assign the Hanoi City Traffic Construction Investment Project Management Board, the People's Committees of the above wards and communes to direct contractors to install, move, and demolish works to focus on mobilizing all human resources, equipment, and machinery to simultaneously organize construction of construction items on the entire route according to the "viewline" principle: build a progress road according to the reverse counting mark.
Urgently take strong and drastic action, launch an emulation movement with the spirit of "3 shifts, 4 teams"; ensure completion on schedule and strive to complete a number of projects before the 2027 APEC Conference takes place (Tu Lien, Tran Hung Dao, Ngoc Hoi bridges...).
Assign the Department of Agriculture and Environment to closely coordinate with units under the Ministry of Agriculture and Environment to grasp the progress of advising on the issuance of a Decree guiding the Law on Geology and Minerals and to be guided in implementing Resolution No. 66.4/2025/NQ-CP of the Government;
Advising the City People's Committee to issue a document recommending the Ministry of Agriculture and Environment to pay attention to, create conditions, and remove difficulties and obstacles related to dykes so that Hanoi can soon start construction and construct works to ensure the overall progress of the entire project.
Assign the Department of Agriculture and Environment to advise the City People's Committee to issue a document requesting the People's Committees of the provinces: Phu Tho, Ninh Binh on the supply of construction materials for investment projects.
At the same time, preside over and coordinate with investors of relevant units of the city to closely coordinate and work with the authorities of the above provinces to ensure adequate supply of construction materials for the construction of projects according to Resolution No. 66.4/2025/NQ-CP of the Government on promulgating specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals in 2024.
Assign the City Police to coordinate with the authorities and police of neighboring provinces to strengthen inspection, combat, prevent and strictly handle according to regulations for illegal mineral exploitation, trading and speculation, storage of construction materials, transportation, gathering and trading of minerals of unknown origin.
