The involvement of the entire political system
More than 2 years ago, on June 16, 2022, at the 3rd Session, the 15th National Assembly voted to pass Resolution No. 56/2022/QH15 on the investment policy for the construction project of Ring Road 4 - Hanoi Capital Region.
This is a national key project, with a length of 112.8km passing through Hanoi city and 2 provinces of Hung Yen and Bac Ninh, is an inter-regional belt, a key economic zone of the Hanoi Capital Region, connecting Hanoi Capital with other localities in the region, promoting investment efficiency for projects that have been and are being invested, creating new development space and solving existing problems of Hanoi Capital, exploiting land use potential, building a sustainable and modern urban system.
The Resolution is the crystallization of the determination, vision and aspirations of the National Assembly, voters and people in successfully implementing the country's socio-economic development goals and tasks according to the Resolution of the 13th National Congress of the Party.
As soon as the National Assembly approved the investment policy, the leaders of Hanoi City, Bac Ninh Province, and Hung Yen Province signed a commitment on progress and a competition agreement in site clearance and resettlement to implement this project to quickly and urgently implement the project in line with the expectations of cadres, party members, and people.
In Hanoi, many meetings were held by key city leaders, who directly inspected the area and gave directions to implement the construction of Ring Road 4 as quickly as possible. Many meetings of city leaders, regardless of holidays, Saturdays and Sundays, were held right at the construction site.
The working spirit of "overcoming the sun, overcoming the rain, not losing to storms" is a determination of the entire political system, from the Central to the localities in implementing this project and that is even more clearly demonstrated in the 58km project section passing through the capital Hanoi.
On September 14, 2022, the Hanoi People's Committee announced the decision on authorizing approval and assigning the task of implementing investment procedures for resettlement area construction projects to serve site clearance for sections of the Ring Road 4 Construction Investment Project - Hanoi Capital Region.
On May 6, 2023, concluding the working session of the Government Standing Committee with the Hanoi Party Committee Standing Committee, Politburo member and Prime Minister Pham Minh Chinh expressed his impression of the city's sense of responsibility, determination and drastic measures in organizing the implementation of the Ring Road 4 project, especially the site clearance work has changed dramatically, clearly demonstrating the role and leadership and direction capacity of the Party Committee.
On the critical progress track, exactly 1 year after the National Assembly approved the investment policy for the Ring Road 4 project in the Capital Region, on the morning of June 25, 2023, the groundbreaking ceremony for the Ring Road 4 - Capital Region investment and construction project took place at 4 locations in Hanoi and two locations in Hung Yen and Bac Ninh provinces.
At the groundbreaking ceremony, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed: "With the determination and drastic and synchronous participation of the entire political system at all levels, the consensus and support of local people, up to now, after 1 year and 9 days, the project has ensured all conditions for construction to start, meeting the set schedule (before June 30, 2023)".
And up to now, after 1.5 years since the groundbreaking, the shape of Ring Road 4 - Capital Region has gradually appeared.
Unprecedented directives
National Assembly Delegate Truong Xuan Cu (Hanoi delegation) assessed that the leadership of the Hanoi government and local leaders at all levels played an extremely important role in the construction of the Ring Road 4 project. The implementation of measures to speed up site clearance and coordination with relevant units to resolve difficulties during the construction process were among the factors that helped Ring Road 4 achieve success.
Flexibility and creativity in management also help the project overcome many challenges, especially in the context of increasing requirements for speed and efficiency.
As early as September 2022, the Standing Committee of the Hanoi Party Committee issued Directive No. 16-CT/TU on strengthening leadership and direction in implementing site clearance and resettlement for the Ring Road 4 - Capital Region project in Hanoi.
Thanks to that determination, the investment project to build Ring Road 4 - Capital Region was started when the site clearance volume reached over 70%, exceeding the initial target.
During the project implementation process, Hanoi leaders also issued unprecedented instructions. Chairman of Hanoi People's Committee Tran Sy Thanh once requested that all documents and files sent to the project must be processed and resolved within 24 - 48 hours; when issuing documents to relevant agencies and units, they must be stamped with an express stamp.
Right from the beginning of the implementation, Hanoi proactively called on the provinces of Hung Yen and Bac Ninh to propose to the Government to establish a Steering Committee to implement the project. As the Head of the Steering Committee, Hanoi continued to propose many specific mechanisms and policies to remove difficulties in the actual implementation process.
According to traffic experts, no traffic project in the capital has ever achieved such a rapid site clearance milestone with such a large volume as the Ring Road 4 project. With the sense of responsibility, determination, and determination of the entire political system, starting from the city leaders, along with many good practices and breakthrough thinking, it has brought confidence to the people and received high support from public opinion for the Ring Road 4 project.
It is expected that in 2024, the entire site clearance volume of the Ring Road 4 project in Hanoi will be completed. Component project 3 - highway construction is in the process of completing procedures to issue bidding documents to select investors. Construction of the Ring Road 4 highway is expected to start in the second quarter of 2025.
Hanoi and related localities aim to complete the parallel road by 2025, bringing the entire Ring Road 4 route to the finish line by 2027. With the efforts and determination of the past time, it can be affirmed that this goal will come true.
Prof. Dr. Hoang Van Cuong - National Assembly Delegate of Hanoi City - said that Ring Road 4 is a clear demonstration of regional connectivity, in which infrastructure is the fundamental factor for connectivity in economy, culture, society, defense and security.
Ring Road 4 can be considered as the "belt connecting all belts", creating an important premise for the even, comprehensive and sustainable development of the entire Capital region, including Hanoi, Hung Yen and Bac Ninh.
