Identifying this as one of the effective solutions in implementing social insurance policies in general, as well as health insurance and unemployment insurance in particular, contributing to rapidly increasing the number of voluntary social insurance participants, moving towards universal health insurance, the Department of Labor, Invalids and Social Affairs of the province has chaired and coordinated the development of social insurance participant development targets, advising the People's Committee and People's Council to include them in the annual socio-economic development program and plan under the direction of the Government.
According to the report, by the end of the third quarter of 2024, the number of people participating in social insurance was 112,800, reaching 25% of the working-age workforce. Of which: 92,600 people participated in compulsory social insurance, reaching 20.52% of the working-age workforce, and 20,200 people participated in voluntary social insurance, reaching 4.48% of the working-age workforce.
In addition to the purpose of disseminating social insurance policies, the Department of Labor, Invalids and Social Affairs of Hoa Binh province has also coordinated with the provincial Social Insurance to organize training courses on occupational accident and disease insurance policies for businesses to disseminate policies to reduce occupational accident and disease insurance contributions according to the provisions of Decree No. 58/2020/ND-CP.
Basically, employers have strictly complied with the legal regulations on social insurance to ensure the legitimate rights and interests of employees, creating momentum for units to stabilize production and business and develop sustainably.
The Party Committees and local authorities at all levels of the Province always pay attention to directing the implementation of policies. Departments, branches and organizations always closely coordinate in the work of propaganda, dissemination and education of laws on social insurance in general, health insurance and unemployment insurance in particular, helping workers promptly grasp changes and new regulations of social insurance policies and laws.
Administrative procedure reform has also been thoroughly implemented in all aspects. Minimizing the time for procedures to participate in and enjoy social insurance benefits creates convenience for organizations and individuals when accessing social insurance collection services on the National Public Service Portal.
Besides the achieved results, the propaganda work still has certain limitations and difficulties such as the lack of effective solutions to strongly impact the awareness of the people, workers and leaders of enterprises and localities about the obligations and rights of participating in insurance.
Propaganda work faces many difficulties due to uneven awareness among people in different areas, especially people in remote, isolated and particularly disadvantaged areas with limited awareness.
Many agencies have not yet built specialized pages and columns to promote social insurance, and have not really paid attention to training and fostering specialized staff in promoting social insurance.
Speaking to reporters, Mr. Bui Manh Cuong, Deputy Director of the Department of Labor, Invalids and Social Affairs of Hoa Binh province, said: "In the coming time, the Department of Labor, Invalids and Social Affairs of Hoa Binh province will strive to overcome the remaining limitations to further improve the effectiveness of propaganda work. From there, through propaganda work, the social insurance policy will truly enter people's lives to move towards the goal of social insurance for all workers."
