On July 29, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong and the working delegation conducted a survey of key transport projects in the area (old Ba Ria - Vung Tau area).
In particular, the focus is on on-site surveys of the Long Thanh - Ho Tram expressway project. This is a key traffic project, with the starting point intersecting with Ho Chi Minh City Ring Road 4 and Provincial Road 991, the end point intersecting with DT 994 Road (coastal road) in Ho Tram commune.
The entire route is about 42 km long, passing through wards and communes such as Tan Thanh, Kim Long, Ngai Giao, Binh Gia, Xuan Son, Xuyen Moc, Ho Tram, on a total area of about 365 hectares.
The Management Board of regional and specialized transport projects for agriculture in Ba Ria - Vung Tau province also presented 3 options, with the total investment cost of each option being more than VND 20,321 billion - more than VND 19,521 billion - and more than VND 18,756 billion.
Of the plans, the site clearance part is carried out by the state with a budget of more than 5,765 billion VND.
Reporting to the Vice Chairman of the Ho Chi Minh City People's Committee, the Management Board of regional and specialized transport projects in the agricultural sector of Ba Ria - Vung Tau province proposed that the Ho Chi Minh City People's Committee direct the Department of Finance to guide investors to pay attention to organizing procedures for project proposal according to regulations; advise the Ho Chi Minh City People's Committee to establish a grassroots appraisal council...
At the same time, relevant units such as the Department of Construction, the Department of Agriculture and Environment, and localities with routes passing through are assigned to organize related work to ensure the project's progress according to the plan. It is expected that in the first quarter of 2026, investors will be selected and site clearance will be carried out; construction and completion will be in the third quarter of 2026 to the third quarter of 2028.
Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong commented that in the recent past, the units have made great efforts in the initial work to implement the project.
"In the immediate future, it is necessary to clearly identify and unify the investment plan, financial plan, and appropriate technical plan to implement the project," Mr. Bui Xuan Cuong emphasized.
Requesting units such as the Department of Construction, the Department of Finance, the Management Board of regional and agricultural transport projects of Ba Ria - Vung Tau province to work with investors to clarify and agree on plans; advise and guide procedures for investors to implement in accordance with regulations.
Communes where the project passes through must coordinate with the Department of Agriculture and Environment to urgently review relevant land use planning, pay attention to regulations on conversion of forest land, national defense land, etc. It is necessary to soon complete the investment policy documents to submit to the People's Council for consideration in August 2025.
The Management Board of the regional and agricultural transport project of Ba Ria - Vung Tau province also said that the Bien Hoa - Vung Tau Expressway Component 3 project has been inspected by the Standing Agency of the State Inspection Council for Construction Acceptance 5 times and assessed the project to ensure quality according to the design documents.
For the 1-1 and 2-1 component projects of Ho Chi Minh City Ring Road 4, the Phu My - Bau Can section has a total length of 18.3 km, and is expected to be organized in the first quarter of 2026 to select investors and construct in the 2026-2029 period. It is expected to be accepted and put into use in the fourth quarter of 2029.
