Temporary and dilapidated houses are the most vulnerable types of housing to natural disasters, especially storms, floods, and flash floods that often occur in Quang Binh province.
Quang Binh Provincial Department of Construction informed that by August 2024, the whole province still had 3,600 poor and near-poor households.
These households all have difficulty with housing, living in temporary, dilapidated houses that do not meet the minimum area and housing quality requirements.
In difficult economic conditions, building a relatively decent house is certainly a difficult problem for many households, especially poor and near-poor households.
The factors for eliminating temporary houses according to the criteria for new rural construction must ensure the 3 hard factors: hard foundation, hard frame - wall, hard roof, safe in case of storms and tornadoes.
The province requires communes and districts to review the subjects and needs of temporary housing in the area. After that, the Department of Construction will consult and review advice on the quantity and value of each house.
Eliminating temporary and dilapidated houses for poor and near-poor households helps meet demand, improve housing quality day by day, and contribute to helping the poor ensure safety against the effects of natural disasters.
At the same time, it contributes to improving living standards, ensuring social security, creating conditions for human resource development and reducing the rate of poor households in housing according to the Prime Minister's directive "no one is left behind".
The Steering Committee for Eliminating Temporary and Dilapidated Houses for Poor and Near-Poor Households in Quang Binh Province directed departments, branches, and localities to coordinate in reviewing priority beneficiaries for support in renovating, repairing, and building new houses according to prescribed criteria.
For households without land, localities need to propose additional solutions. Agencies also propose specific capital sources to effectively eliminate temporary and dilapidated houses for policy households, poor and near-poor households, and special areas.
The Steering Committee also requested that sectors and localities urgently complete assigned tasks and report to the Department of Construction and the Department of Labor, War Invalids and Social Affairs of Quang Binh province before October 11, 2024.
