On August 23, Khanh Hoa Provincial Police organized a fire fighting and rescue (CNCH) drill at Phu Thinh apartment building, Phan Van Lan street, Dong Hai ward, with the participation of 321 people.
Participating forces include grassroots fire prevention and fighting (PCCC) forces and residents; officers and soldiers of the Provincial Police; representatives of Dong Hai Ward People's Committee, Ward Military Command; medical, electricity, water supply and PCCC forces at the Exploitation Branch of Fishing Port No. 1 - Trung Nam Ca Na International Port Joint Stock Company.

34 specialized vehicles were mobilized, of which the Provincial Police mobilized 17 vehicles along with many pumps, generators and specialized equipment to serve firefighting and CNCH.

The simulated situation was built close to the risk of fire and explosion at a 12-story above-ground apartment building and 1 basement.
At about 9 am, at an apartment on the 3rd floor, the central unit, a gas leak occurred. When the homeowner turned on the lights, the gas caught fire, causing a fire and explosion.
The fire quickly spread to neighboring apartments and upper floors. Smoke and toxic gas engulfed the area, causing many residents to panic, some people were trapped, suffocated by smoke or injured while trying to escape.

Immediately after detecting the incident, the grassroots fire prevention and fighting force activated fire alarms, cut off electricity, guided residents to escape by stairs, and used fire extinguishers and indoor water systems to handle the initial fire.
Local forces also organized search and rescue and moved property to a safe area. When the fire went beyond control, the Fire and Rescue Police quickly approached the scene, deploying many fire fighting formations and rescuing people trapped on high floors.
Along with that, the medical force organized first aid for the victims on the spot and transferred the injured to the hospital. Traffic police, mobile police, Ward Police, Ward People's Committee, electricity force, water supply... coordinated to divert traffic, ensure security and order, cut off electricity, increase water pressure and support the movement of property.
After nearly 1 hour of deploying plans, the simulated fire was controlled and completely extinguished.
Colonel Le Quang Dong said that the internship aims to inspect and evaluate the command and operation capacity and coordination capacity between specialized forces, grassroots fire prevention and fighting forces and support forces.
Through this, forces have more opportunities to train skills in handling complex fire and explosion situations at high-rise apartment buildings, especially search and rescue of trapped people and organization of escape, contributing to limiting damage to people and property when real incidents occur.
According to statistics, from the beginning of the year to now, Khanh Hoa province has experienced 30 fires, causing no casualties but property damage of nearly 20 billion VND.
Compared to the same period in 2025, the number of fires increased by 20 cases, and property damage increased by about 14 billion VND. These figures show the need to strengthen preventive measures, especially in apartment buildings, high-rise buildings and crowded places.
