Social housing in 2025 exceeds target by 2%, the gap is still large between localities

According to the Ministry of Construction, the implementation of social housing development targets in 2025 has achieved many positive results, but the overall picture still shows a clear disparity between localities. While many provinces and cities exceeded the assigned plan, many localities are still behind schedule, even some places have not completed any social housing.

Accumulated nationwide reaches 62% of the Project target of 1 million units

Implementing the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030, to date, the whole country has implemented 698 projects with a scale of 657,441 units. Of which, 193 projects have been completed with 169,143 units; 200 projects are under construction, with a scale of 134,111 units; 305 projects have been approved for investment policy with 354,187 units.

In general, the number of completed, being implemented and approved units by 2025 will only reach about 62% compared to the target of 1,062,200 units set by the Project. According to the Ministry of Construction, this figure shows the great efforts of ministries, branches, and localities in the context of difficulties in capital sources, procedures and land funds, but also reflects great pressure for the next phase if they want to complete the objectives of the Project.

19 localities achieve and exceed targets

In 2025 alone, the whole country completed 102,633 social housing units, exceeding 2% of the assigned target. Notably, up to 19 localities achieved or exceeded the plan.

Many large cities such as Hanoi, Ho Chi Minh City, Hai Phong, and Da Nang have not only completed but also exceeded the assigned targets, showing high determination in removing procedures, arranging land funds and mobilizing social resources to participate in social housing development.

In particular, some localities achieved very high results compared to the plan such as Thai Nguyen reaching 390%, Son La reaching 204%, Nghe An reaching 175%, Phu Tho reaching 154%. These figures reflect the drastic leadership role of local authorities, as well as the selection of the right models, the right investors and the flexible application of current mechanisms and policies.

12 localities have not achieved, some places 0%

Contrary to the positive picture mentioned above, there are still 12 localities that are unable to complete the 2025 target. Among them, Ha Tinh is the only locality that has not completed any social housing, reaching 0% of the plan.

Some other provinces such as Lam Dong, Lang Son, and An Giang only achieved very low rates, still lacking hundreds to thousands of units compared to the assigned target. According to the Ministry of Construction, the main reasons are the slow allocation of land funds, investment procedures, lack of investor interest and difficulty in accessing capital sources. There are 3 localities that are not assigned social housing targets in 2025, including Cao Bang, Dien Bien and Lai Chau, due to specific conditions of population and housing needs.

Central ministries and sectors jointly participate in developing social housing

Not only localities, many central ministries and branches also directly participate in developing social housing for cadres, soldiers and workers.

The Ministry of Public Security has started construction of 8 projects with more than 5,300 units in Hanoi and Ho Chi Minh City. The Vietnam General Confederation of Labor has started construction of 3 projects, providing 1,700 housing units for workers. The Ministry of National Defense plans to start construction of 2 projects with nearly 2,900 units by the end of 2025.

According to the Ministry of Construction, the results achieved in the past time are thanks to the drastic direction of the Government and the Prime Minister, along with the promulgation of many specific mechanisms and policies for social housing. However, to complete the Project's objectives, in the coming time, it is still necessary to continue to remove obstacles related to land, capital and investment procedures, especially in localities that are slow to progress.
