Thousands of workers are short despite increased benefits
Ms. Vo Thi Tam - Chairwoman of the Trade Union of Haivina Hong Linh Garment Company - informed that to meet export orders, since the beginning of 2025, the Company has announced the recruitment of nearly 1,000 workers. However, by the end of the year, the Company had only recruited more than 300 workers. Currently, the Company still needs to recruit more than 500 workers but it is very difficult to recruit.
According to Ms. Tam, from July 1, 2025, Haivina Hong Linh Garment Company has had an additional rental support of VND500,000/person/month, along with support to encourage production of VND200,000/person/month, these are new benefits.
Thus, currently, if a worker is recruited to work at Haivina Hong Linh Garment Company, he will have an average income of about 6.5 million VND/person/month.
"Because there are many factories operating in the garment sector competing to recruit workers. In addition, many people have not really struggled with the specific requirements of the sewing profession, requiring meticulousness, carefulness, and sitting tirelessly all day to make products, so they choose to do other jobs, Ms. Tam acknowledged.

Mr. Dang Viet Thuc - Director of Ha Tinh Garment Enterprise 10 (in Vung Ang Economic Zone) - said that since the beginning of 2025, the Enterprise has announced the recruitment of a large number of workers. However, up to now, the unit has only recruited about 400 workers, with a shortage of more than 500 workers.
According to Mr. Thuc, at Garment Factory 10, the average income of workers is currently at 8.5 million VND/person/month, which is quite high. In addition, the unit also supports shuttle buses, accommodation fees, cool water fees in the summer, productivity bonuses, diligence bonuses, etc.
At our workshop, any worker who works effectively and productively can have an income of up to 15 million VND/month, Mr. Thuc shared.
According to Mr. Thuc, although the treatment regime is quite high, recruiting workers is still very difficult. The reason is that in Vung Ang Economic Zone, there are many enterprises outside the garment sector competing in recruiting workers with higher incomes. In addition, many people choose to go abroad to work to earn better income, making it difficult to recruit workers.
Mr. Pham Van Tuc - Director of the General Block of Nam Ha Tinh Seafood Import-Export Joint Stock Company (located in Vung Ang Economic Zone) - said that from June 2025, the Company announced the recruitment of about 400 workers with an average income of 810 million VND/month and has a number of other preferential regimes, but currently the recruitment results are low, still lacking 200 workers.
According to Mr. Tuc, the reason for the difficulty in recruiting workers is that many enterprises in the area also recruit a large number of workers, so they have attracted many workers, such as VinFast Automobile Factory, Thermal Power Plant... In addition, many workers also choose to go abroad to work, so the recruitment source is limited.
Need to increase income and benefits
Ms. Nguyen Thi Thanh Huong - Director of Ha Tinh Employment Service Center - said that through the survey, in the last months of 2025, businesses in Ha Tinh province need to recruit about 10,000 workers.
In particular, in November 2025 alone, 117 enterprises recruited with a need of 6,832 workers in many fields and qualifications such as: electricity, electronics, mechanics, accounting, sales staff, unskilled labor, garment, machine operation, etc.
According to Ms. Huong, in recent times, the recruitment of many enterprises, especially the garment sector in Ha Tinh, has encountered difficulties, the number of recruitment is low, not meeting labor needs to boost production, business and expand export markets.
Although many businesses have increased their income and enjoyed benefits, compared to businesses in some major cities, workers' income in Ha Tinh is still lower.
Therefore, to attract workers and keep workers together for a long time, businesses in Ha Tinh need to continue to increase their income and ensure additional welfare regimes such as fuel, accommodation, diligence bonuses, productivity bonuses, seniority bonuses, etc. at even higher levels, Ms. Huong acknowledged.
