During the large-scale personnel mobilization that has just been signed and issued by the Chairman of the Thanh Hoa Provincial People's Committee, hundreds of civil servants of communes and wards in localities in the plains and cities have been assigned to work in particularly difficult communes in Muong Lat district and mountainous districts in the West of the province.
Notably, many of these people have master's degrees, have worked in central wards, and are now being transferred to mountainous areas to work, accepting to be away from family, having poor living conditions and many challenges.
According to the synthesis of decisions accompanying the detailed list, the whole province has more than 260 civil servants mobilized to mountainous communes in 2025.
This is a policy to supplement personnel resources for communes after the merger. The highlight of this transfer is many highly qualified cadres with postgraduate degrees, who have worked in urban centers such as Thanh Hoa City, Sam Son City...
One of the typical cases is Mr. Bui Quang Trung, born in 1988, with a master's degree in Economic Management, currently a civil servant of the Economic, Infrastructure and Urban Affairs Department of Ham Rong Ward - now transferred to Muong Lat Commune, one of the most disadvantaged localities in Thanh Hoa Province.
Similarly, Mr. Nguyen Van Thang, a Master of Economic Management, working in Hac Thanh Ward, has also set out to take up the assignment in Muong Chanh Commune.
Ms. Dam Da Huong, a civil servant of Quang Phu ward, with a master's degree in Plant Science, has been transferred to work in Pu Nhi commune.
Ms. Le Thu Hang, a civil servant of Tay Do commune, with a master's degree in Language Arts, was also assigned to Nhi Son commune - where many Mong people live.
Many other officials with master's degrees such as Mr. Nguyen Dang Tin, Mr. Pham Van Tam, Ms. Le Thi Hang... have set out to take up their duties in communes such as Phu Le, Trung Thanh, Luan Thanh - places that are lacking in both human resources and infrastructure.
To ensure working conditions, Thanh Hoa has proposed a special support policy, submitted to the Provincial People's Council for consideration at the upcoming 32nd session.
Accordingly, cadres, civil servants and public employees who are mobilized, rotated, seconded or volunteered to work in mountainous communes will be supported from 1.25 to 1.75 times the basic salary per month for a maximum period of 3 years.
Cadres working in 38 communes in mountainous districts with special difficulties such as Muong Lat, Quan Son, Ba Thuoc... will be supported at 1.75 times. For the remaining mountainous communes such as Cam Thuy, Thach Thanh, Nhu Xuan... it will be 1.25 times.
It is expected that about 360 people will benefit from this policy, with a total budget of more than 15 billion VND per year from the budget.
