According to the reporter of Lao Dong Newspaper, on the afternoon of August 27, the flood water on the Buoi River (in Kim Tan Commune, Thanh Hoa Province) was still very high, exceeding alert level III by 1.1m. Floods overflowed the dike and into many villages of Kim Tan commune, causing widespread heavy flooding.

Many people said that the floodwaters rose rapidly and began to overflow the dike from about 4am the same day. At this time, the water rushed into the fields and then flooded deep into the residential area.
Faced with the urgent situation, local authorities and functional forces have urgently blocked and deployed many solutions to respond and support people.
According to statistics, as of 3:00 p.m. on August 27, the entire Kim Tan commune had nearly 1,600 households, with more than 5,100 people flooded. Of which, the area of the old Thach Dinh commune suffered the most damage with nearly 700 households (more than 2,800 people) flooded and had to be evacuated.
Speaking to Lao Dong Newspaper, Mr. Nguyen Thanh Hao, Chairman of Kim Tan Commune People's Committee, said: "We are currently prioritizing the evacuation of deeply flooded households, especially families with elderly people and children. At the same time, the locality also ensures the supply of basic necessities to households in flooded areas".
