Soc Trang province is actively implementing plans to arrange and relocate working headquarters and means of service to meet the requirements of streamlining the apparatus, effectively using public assets and avoiding budget waste.
Mr. Duong Van Ngoanh - Director of the Department of Finance of Soc Trang province - said that the Department has compiled and accepted the opinions of members of the Provincial People's Committee on the plan to arrange and assign working headquarters at the commune and ward levels in the province. On that basis, the Department has completed and submitted to the Provincial People's Committee for consideration.
A total of 124 real estate facilities of the district and commune proposed to assign 79 facilities to 43 communes for arrangement as working headquarters. The remaining 45 facilities will be assigned to the People's Committees of the communes where the real estate facilities are located to continue managing and conditioning internally for continued use.
Mr. Ngoong added that after receiving full reports and proposals from provincial departments, branches and sectors, the Department of Finance will advise the Provincial People's Committee to arrange the use of headquarters (Fundament 2) in accordance with the new organizational model. Regarding the surplus headquarters, the Department of Finance has sent a document to the health, education, and cultural sectors to review the needs. On that basis, the Department will synthesize and propose an effective use plan to avoid wasting public assets.
Along with that, the Department of Finance will advise the Provincial People's Committee to issue documents guiding departments, branches and localities to hand over public assets, ensuring consistency in procedures, records and receiving agencies in accordance with current legal regulations.

Regarding the plan to arrange and assign public cars, the leader of the Department of Finance said that there are a total of 51 cars for work, of which it is proposed to transfer 33 cars that are still usable to 31 communes and wards; at the same time, 18 damaged cars that are no longer usable will be recalled and liquidated. Currently, there are 12 communes that do not have vehicles.
For specialized vehicles, there are a total of 37 vehicles, of which the proposal to transfer 19 vehicles that are still in use to the commune level for management; the remaining 18 damaged vehicles will be recalled and liquidated.
Currently, the Department of Finance has also compiled a list of provincial-level cars (requiring units to add license plates for the second time). After rearranging the provincial-level agency, the Department will consider transferring suitable vehicles to communes and wards for management and use, ensuring compliance with current standards and norms.
