Ukraine is at risk of running out of funds for military payroll by mid-October if it does not receive at least 6.75 billion USD in additional funding for the armed forces.
This figure was calculated by TASS based on data from the Ukrainian Ministry of Finance. Accordingly, Kiev will have to urgently adjust the budget in September to ensure funding for the military in the last months of the year.
In the first months of 2026, the Ukrainian Ministry of Defense had to use a portion of the budget allocated for the end of the year, including the amount for military salaries. This caused a shortage of funding for the end of the year.
According to TASS, the Ukrainian Ministry of Defense needs at least 6.75 billion USD to compensate for the budget that has been used ahead of schedule. However, this is only the necessary funding to overcome the current shortage.
If Ukraine wants to maintain combat operations at the current level, it will need about 20 billion USD, nearly 3 times the minimum supplement mentioned above.
The cost of paying salaries to soldiers alone is estimated at about 2.7 billion USD per month. In the last 3 months of the year, from October to December, Ukraine needs about 8.1 billion USD for this amount.
Therefore, without additional funding, the budget for military salaries may run out in mid-October. This forces the Kiev government to seek new funding in the short term.
Sources said that Ukraine is expected to amend its budget in September. Among the options being considered, borrowing from outside is considered the only financial source that can help offset the deficit.
The need to supplement the budget takes place in the context that Ukraine still has to maintain large spending on military operations in the conflict with Russia. Ensuring funding for the armed forces is therefore still one of the major financial pressures on Kiev.
Currently, the Ukrainian side has not commented on the above information.
