The road is unfinished
The project to upgrade the inter-commune road of Vy Nua - Tien Phong, Da Bac district has a total investment of about 400 billion VND, of which the construction cost is about 300 billion VND, the rest is site clearance and other costs. Starting point at Km08, ending point at Km32 (DH.33, near Tien Phong Commune People's Committee).
The project is invested by the Project Management Board for Investment and Construction of Industrial, Agricultural and Civil Works of Hoa Binh province and started on December 31, 2022, expected to be completed on December 31, 2025.
In the last days of March 2025, the reporter's records showed that many sections were still in disarray. Some areas have been concreted to level, but many places are not yet complete, only a few machines are operating at a low speed. The road was dug up, large rocks were scattered, causing traffic obstruction and potential accidents.
Ms. Dinh Thi Huong - a teacher at Vay Nua Kindergarten - said: Every day, I travel from Da Bac town to school for 17km, taking about 40 minutes by motorbike. The pass and mountain roads were already difficult to travel, but now they are seriously degraded. On sunny days, it is dusty, on rainy days, the road is slippery, very dangerous, especially for students.
According to Ms. Huong, this vital route has been under construction for nearly 3 years but is not yet completed, greatly affecting daily life and travel. "Local people hope the project will be completed soon to make life more convenient" - she said.
Speaking to Lao Dong Newspaper reporter, Mr. Xa Van Si, Chairman of the People's Committee of vay Nua Commune, said: This is an important project, supported by the local government and people, because this is a vital route connecting communes with the district center, helping to promote trade, economic development and tourism.
However, the prolonged construction not only causes difficulties in travel but also seriously affects economic activities. Agricultural production people have difficulty transporting goods and materials. This area has potential for tourism development, but the degraded roads have limited the number of visitors, slowing down the development of local tourism.
"Faced with this situation, the local government has repeatedly made recommendations to superiors and related units to speed up the construction progress. We have worked with the investor and the construction unit to find solutions to remove difficulties, propose mobilizing more human resources and machinery, and ensure the project is implemented on schedule" - Mr. Si added.
The project is at risk of being behind schedule
According to information from the Management Board of Investment and Construction Projects of Industrial, Agricultural and Civil Works of Hoa Binh province, to date, the implementation volume has reached about 17.5%.
Regarding site clearance, the People's Committee of Da Bac district has approved the first and second compensation, support and resettlement plans. Currently, there is a construction site of about 14.2/24.787km. The unit has closely coordinated with the Management Board of Investment, Construction and Land Fund Development Projects of Da Bac district and the People's Committees of communes to verify the origin of the land to develop a compensation plan.
However, when deciding to approve the compensation plan, many households did not receive compensation for site clearance for many different reasons. People's opinions are that the determination of the wrong type of land and compensation unit price are not satisfactory, while some households during the public listing process do not have any opinions, and when the decision is made, they still require more assets than at the time of counting.
"Thus, the site for handover to the contractor to organize and implement the construction has not reached 100%, leading to the risk of slow construction progress" - a representative of the Management Board of Investment and Construction Projects of Industrial, Agricultural and Civil Works of Hoa Binh province informed.
