The Ministry of Agriculture and Environment is publicly consulting on the environmental impact assessment report of Component Project 3: Construction of the expansion of the Hoa Lac - Hoa Binh expressway under the BOT form under the Hoa Lac - Hoa Binh road construction investment project and renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section under the public-private partnership method.
According to the environmental impact assessment (EIA) report, the Hoa Lac - Hoa Binh road expansion investment project will be implemented according to highway standards, with a scale of 6 lanes and a design speed of 100km/h.
The project has a total length of about 23.04km, starting at km6+680, coinciding with the end point of the Thang Long Avenue Expressway construction investment project (connecting from National Highway 21 to Hanoi - Hoa Binh Expressway), located in Yen Binh commune, Thach That district, Hanoi.
The end point of the project is at km29+716 on Hoa Lac - Hoa Binh road, intersecting with National Highway 6 at km65+400, in Trung Minh ward, Hoa Binh city, Hoa Binh province.
The total length of National Highway 6 from Xuan Mai to Hoa Binh is more than 30km, traveling throughout Hoa Binh province. The starting point at km38+000 is between the border of Xuan Mai town (Chuong My district) and Luong Son town (Luong Son district); the end point is at km70+932 in Dong Tien ward, Hoa Binh city.
The scope of the project is within the administrative boundaries of 7 communes/wards in 3 districts of 2 provinces/cities including Yen Bai commune, Ba Vi district, Hanoi city; Yen Binh commune, Yen Trung commune, Thach That district, Hanoi city; Quang Tien commune, Mong Hoa commune, Ky Son ward, Trung Minh ward, Hoa Binh city, Hoa Binh province.
According to the EIA, the implementation of the project requires the conversion of the purpose of using about 13.19 hectares of land specializing in rice cultivation, which is an environmentally sensitive factor.
Based on the survey results, maps of current land use status and related planning, the site clearance boundary is determined by determining the site clearance area as follows: The site clearance volume in the project is about 153.65ha. Of which, Hanoi is about 36.41 hectares, Hoa Binh is about 117.24 hectares. The number of affected households is expected to be 1,175 households. The number of households expected to need to be resettled is 816.
Construction time: Quarter IV of 2025 to Quarter IV of 2027.
