According to a quick report from the Department of Dyke Management and Natural Disaster Prevention and Control, as of 5:00 p.m. on November 20, Gia Lai, Dak Lak, Khanh Hoa provinces had very heavy rain >120mm, some places >300mm. Some stations have heavy rainfall such as: Hoa Tam (Dak Lak) 268mm; Song Hinh (Dak Lak) 307mm; My Thuan Lake (Gia Lai) 220mm; Hoa Son Lake (Khanh Hoa) 665mm; Dong Trang (Khanh Hoa) 328mm; Dan Lake (Khanh Hoa) 325mm.
From 1:00 p.m. on November 20, the rain in the provinces has decreased, generally <50mm, especially Hoa Son Lake (Khanh Hoa) has rain of 102mm. From the evening of November 20 to the end of November 21, the eastern provinces from Da Nang City to Dak Lak and the north of Khanh Hoa province will have moderate rain, heavy rain, common rainfall of 70-150mm, locally over 250mm.
From the night of November 21 to the end of November 22, the eastern provinces from Da Nang City to Dak Lak will continue to have moderate to heavy rain with common rainfall of 50-100mm, locally over 200mm.
Regarding the flood situation:
Particularly large floods on the Ba River in Dak Lak: Peaked and are receding:
Cung Son Station: 36.8m, above BD3 2.30m, down 4.19m compared to the flood peak at 01:00 on November 20 (40.99m - 1.09m above the historic flood in 1993).
Phu Lam Station: 4.50m, above BD3 by 0.80m, down 0.9m from the flood peak at 3:00 a.m. on November 20 (5.4m - 0.19m above the historic flood in 1993).
Krong Ana River (Dak Lak): Rising:
Giang Son Station: 424.84m, above BD3 0.84m.
Kon River (Gia Lai): Coming down:
Thanh Hoa Station (15:00 on November 20: 7.67m, below BD3 0.33m (peaking at 20:00 on November 19 with 9.09m), down 1.42m from the flood peak.
Rivers in Khanh Hoa:
Dinh River in Ninh Hoa: 6.74m, above BD3 1.04m (0.16m above the historical flood of 1986), is fluctuating at a high level.
Cai Phan Rang River: 4.69m, above BD3 0.19m, is receding.
Cai Nha Trang River in Dong Trang: 10.36m, 0.64m below BD3, is decreasing.
Forecast: In the next 12 hours, floods on the Ba River will continue to fall and fluctuate from below to above level 3; floods on the Kon River will fall below level 2; the Krong Ana River will continue to rise and stay above level 3. In the next 24 hours, floods on the Ba River will drop below level 2 to above level 2; floods on the Kon River will drop to level 1; the Krong Ana River will continue to be above level 3.
Regarding damage:
By 5:30 p.m. on November 20, floods had left 50 people dead and missing (41 dead, 9 missing); 167 houses were damaged; 18,837 households/61,793 people had to be relocated; 30,731 livestock and poultry were killed and swept away.
Traffic:
Road: 30 locations on national highways were partially flooded, causing congestion; in Lam Dong, there were landslides at Prenn Pass and Mimosa Pass, the locality announced an emergency situation. In addition, 142 locations on provincial roads and inter-commune roads were deeply flooded and landslides.
Railway: On November 19, 8 trains were stopped; on November 20, 6 trains were continued to be stopped (SE8, SE6, SE21, SE22, SE7, SE5).
Aviation: Tuy Hoa Airport stops operating from 10:00 to 24:00 on November 20.
Proposed support:
Dak Lak proposed to support 2,000 tons of national reserve rice; 3,000kg of Chloramine B chemicals; 1,000 liters of water treatment chemicals; 1,000 first aid bags; 60 lifeboats; 30 canoes; 4 large-capacity boats; 500 life jackets; 150 high-pressure flashlights.
Lam Dong proposed to support 600 billion VND; requested Military Region 7 to support the survey and repair of Prenn Pass and Mimosa Pass.
Khanh Hoa proposed to support 1 DT3 boat, 2 generators, 6,000 round buoys, 3,000 life jackets, and 50 light rafts.
