On June 23, the People's Committee of Can Tho City issued Official Letter No. 2908/UBND-KSTT, on the organization of the Public Administration Service Center at the provincial and commune levels.
According to the document, the Chairman of the People's Committee of Can Tho City requested the Head of the Professional Agency under the People's Committee of the City (TP), Head of the Management Board of Can Tho Export Processing and Industrial Zones, Chairman of the People's Committees of districts, communes, wards and towns to preside over and coordinate with the Department of Science and Technology to adjust and update internal processes and electronic processes of administrative procedures according to the model of local government at 02 levels on the basis of announcement by ministries and agencies, prioritizing administrative procedures with many documents; ensuring consistency and integration with the National Public Service Portal, to be completed before June 25, 2025.
Organize the reception and settlement of administrative procedures in the city when implementing the arrangement of administrative units and implementing the 2-level local government model in accordance with regulations.
Commune-level People's Committees shall, based on the provisions of Article 10 of Decree No. 118/2025/ND-CP, determine the number of points for receiving and returning results under the Commune-level Public Administration Service Center.
The Chairman of the City People's Committee requested the Chairmen of the District People's Committees to direct the full arrangement of personnel at the Commune-level Public Administration Service Centers according to the provisions of Decree No. 118/2025/ND-CP and in accordance with the Job Position Project. Complete the assignment of civil servants and public employees at specialized departments and offices to perform tasks at the Commune-level Public Administration Service Center, and send the list to the City People's Committee Office before June 30, 2025.
At the same time, direct the arrangement of working headquarters of Commune-level Public Administration Service Centers ( note the reception points of Commune-level Public Administration Service Centers if any) on the basis of making the most of the existing working headquarters of the One-stop-Stop Department at all levels; Coordinate with Central agencies with vertical sectors in the locality to compile a list of personnel to perform tasks at Commune-level Public Administration Service Centers; complete before June 30, 2025.
The Director of the Department of Science and Technology presides over and coordinates with the Chief of Office of the City People's Committee and the Chairman of the District People's Committee to review the infrastructure and technical equipment for professional activities of the Public Administration Service Center on the basis of inheriting the use of equipment of the existing One-stop Department at all levels and supplementary equipment to meet the assigned professional requirements according to the provisions of Article 13 of Decree No. 118/2025/ND-CP. Complete before June 30, 2025.
The Chief of the City People's Committee Office urgently coordinates with the Department of Home Affairs to improve and reorganize the City Public Administration Service Center on the basis of merging the City Public Administration Service Center, the Administrative Procedure Control Department under the City People's Committee Office, to be completed before June 30, 2025; Fully arrange personnel at the City Public Administration Service Center, ensuring the implementation of administrative procedures smoothly, effectively, and without interruption.
Coordinate with central agencies with local vertical sectors to compile a list of personnel to perform tasks at the City Public Administration Service Center; complete before June 30, 2025.
