The Ho Chi Minh City Department of Construction has just issued an urgent document requesting relevant units to strengthen reviews, ensure the safety of urban technical infrastructure systems, and prevent incidents during the rainy and flood season in Ho Chi Minh City.
According to the Department of Construction, the incident of two children being electrocuted to death while playing in a flooded park in Can Tho City due to an electrical leak from a lighting pole is a warning about the risk of electrical insecurity during the rainy season, especially in low-lying areas, often flooded.
The incident shows that if the technical infrastructure system is not inspected and maintained regularly, it can pose a particularly serious risk to people, especially young children.
In that situation, the Ho Chi Minh City Department of Construction requested technical infrastructure management units in the area to urgently review the entire public lighting system, electrical cabinets, light poles, electrical wires, soil connection systems, trees, drainage pits, etc.
Inspections need to be carried out seriously at parks, entertainment areas, low-lying residential areas, and roads that are often flooded, in order to promptly detect and handle unsafe points.
For areas that are at risk of endangering people, the Department of Construction requires temporary suspension or immediate isolation, and urgent handling of locations with signs of electric leakage, not ensuring safety.
The People's Committees of wards, communes and towns are assigned the task of directing affiliated units to urgently organize inspections and install warning signs and barriers in high-risk areas, and at the same time widely announce warnings so that people and parents do not let children play in flooded areas, near lamp posts or electrical cabinets.
In addition, localities need to establish hotlines to receive reports of technical infrastructure incidents, publicize information on media and electronic information portals so that people can easily contact when detecting safety risks.
The Department of Construction also requested units and localities to develop emergency response scenarios when electricity leakage, fallen trees, damaged lighting systems or flooding occur; at the same time, clearly assign people on duty, handling people, closely coordinate with the electricity sector, fire prevention and fighting forces and local police to promptly handle incidents.
Units and localities must report the results of inspections, reviews and safety assurance plans to the Department of Construction before October 28 for synthesis and consultation with the Ho Chi Minh City People's Committee for direction.
