The document signed by Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Cong Vinh was issued to affect relevant departments and branches to urgently implement it in the form of public-private partnership (PPP), BT contract (build - transfer) does not require payment.
The Department of Finance is assigned to preside over and coordinate with the Department of Construction, the Department of Agriculture and Environment, the Department of Planning and Architecture, the People's Committee of Saigon Ward and related units to advise and propose further processes and procedures. Agencies must guide investors to comply with the provisions of the PPP Law and related legal documents.


The Department of Construction is responsible for coordinating with units to guide investors to implement the project, ensuring the completion of the renovation and embellishment of Wharf B and Wharf C - Ba Son before the Lunar New Year 2026.
The remaining items must be implemented on schedule, ensuring quality and aesthetics, serving people and tourists.

Nguyen Hue walking street is currently 670 m long, put into operation since 2015, attracting thousands of people and tourists every day.
Meanwhile, Bach Dang Wharf Park, after being renovated at the end of 2021, has become a crowded entertainment destination, especially on weekends.
However, to move between these two areas, pedestrians currently have to cross Ton Duc Thang Street, a route with a large volume of traffic, frequent congestion and a potential risk of accidents.
In addition, Ho Chi Minh City is also implementing a pedestrian bridge across the Saigon River, connecting Bach Dang Wharf Park with the Thu Thiem New Urban Area, expected to be completed on April 30, 2026.
Investing in two more pedestrian bridges on Ton Duc Thang Street is considered necessary, helping to form a safe and interconnecting pedestrian network.

Previously, in 2023, the Ho Chi Minh City Department of Transport (now the Department of Construction) surveyed a suitable location to build a pedestrian bridge across Ton Duc Thang Street, with a connection direction from the sidewalk of Nguyen Hue route (on Dong Khoi Street) to Bach Dang Wharf Park.
The completion of the pedestrian bridge system is expected to help reduce traffic conflicts, increase walking experience and create a modern public space in the center of Ho Chi Minh City.
