Helping workers stabilize their lives
Dong Nai has about 784,755 workers, civil servants, and laborers who make important contributions to the province's economic growth. Therefore, social housing policies for workers and low-income workers are always of concern to the province, thereby contributing to "keeping" human resources for a large industrial province like Dong Nai.
In 2025, Dong Nai province was assigned by the Prime Minister to complete more than 4,200 social housing units, with the result that the province implemented more than 4,600 units, reaching 112% of the assigned plan.
Ms. Nguyen Thi Bao (resident of Huong Phuoc neighborhood, Phuoc Tan ward, Dong Nai province) is a case that has bought social housing under the Residential and Resettlement Area Project in Phuoc Tan ward. Ms. Bao shared that she came from the Central region to Dong Nai to work as a worker but did not have enough money to buy residential land or commercial housing. Fortunately, she was prioritized by the local authorities to buy social housing, so she registered immediately. Currently, Ms. Bao's family has prepared a portion of the money, and the rest is intended to borrow from relatives to live and stabilize their lives.
Mr. Nguyen Minh Hai, Director of An Hung Phat Infrastructure Development Joint Stock Company (investor of the Residential and Resettlement Area Project in Phuoc Tan ward) said: At the end of 2025, the company also just started construction of another social housing block with a scale of more than 400 apartments, when completed, the project will provide stable, convenient, and safe accommodation for officials, civil servants, and low-income people. From there, contributing to ensuring social security and stabilizing people's lives, helping businesses "keep" workers to create motivation for sustainable socio-economic development for the province in the coming time.
Launching a movement to build social housing more rapidly
Mr. Ho Van Ha - Vice Chairman of Dong Nai Provincial People's Committee informed that Dong Nai is a locality with many businesses and companies in industrial parks, and workers are the company's resources and assets. Therefore, Mr. Ho Van Ha proposed that the Department of Construction continue to launch the movement to build social housing more rapidly.
At the beginning of 2026, continue to start at least 6 social housing projects, contributing to the goal of 65,000 social housing units in Dong Nai province. "How to reduce boarding houses and replace them with social housing for workers," Mr. Ha shared.
Also according to Mr. Ha, to achieve the recent results, the Provincial People's Committee has established a Steering Committee for Social Housing Development, clearly assigning responsibilities to each department, sector, and locality; linking the responsibility of heads of units with the progress and results of implementation, according to the principle of "clear people, clear tasks, clear responsibilities, clear authority, clear time and clear results".
The province is also proactive in planning and land funds. Accordingly, Dong Nai has reviewed and allocated land funds for social housing development in a methodical and long-term manner with a scale of more than 1,000 hectares, including both independent social housing projects and 20% land funds in commercial housing projects. The consistent view is that social housing must be associated with transportation, health, education and essential services, ensuring the quality of life for people.
Moreover, Dong Nai province also promotes administrative procedure reform, creating a "priority channel" for social housing projects. Procedure resolution time is shortened by at least 50%, projects are included in the "green channel" category in appraisal; construction permits; fire prevention and fighting; confirmation of sufficient conditions for sale, lease, and lease-purchase. These actions have helped businesses deploy projects early, reducing costs and investment risks.
Resolution of the 1st Provincial Party Congress, period 2025-2030 sets a target to complete 65,000 social housing units by 2030.
