Mr. Vu Minh Doan, Vice Chairman of Bao Lam 3 Commune People's Committee, said that on July 29, heavy rain continuously occurred in the commune. The water from upstream flowing into the Dai Binh River is increasingly rising.
In that situation, the People's Committee of the commune has arranged people to monitor all weather developments, as well as the water level on the Dai Binh River to promptly respond when an incident occurs.

At around 9:00 p.m. on July 29, the Dai Binh River rose and overflowed the underground culvert. The police and militia forces of Bao Lam 3 commune quickly arrived at both ends of the culvert to regulate traffic.
At the same time, police and militia forces also set up warning signs to help traffic participants recognize them when moving through underground sewers.
By late afternoon of July 29 and early morning of July 30, the rain gradually decreased, so the underground sewers were temporarily no longer flooded, and traffic on National Highway 55 returned to normal.

According to Mr. Vu Minh Doan, the weather situation is currently complicated. This afternoon and tonight, July 30, there is a high possibility of continued heavy rain. The risk of underground sewers experiencing flooding still exists.
The Commune People's Committee is assigning the Commune Police and the Commune Military Command to be ready to arrange forces to mobilize and regulate to ensure traffic safety in underground sewers when necessary.

National Highway 55 is an important route connecting National Highway 20 through Bao Lam 3, entering La Da commune, then connecting with Tanh Linh commune (Lam Dong province) and continuing to National Highway 1, as well as vice versa.
Therefore, the traffic volume on this route is quite large.
According to local people, every rainy season in recent years, the underground sewers on National Highway 55 (through Bao Lam 3 commune) have been flooded at least 3-4 times, causing difficulties for vehicles to pass.
