In the medium-term public investment plan for the period 2021 - 2025 and the plan for 2025, Yen Bai province has adjusted and removed from the list projects with long-term problems in site clearance or investment procedures, which are not feasible, promptly adding a list of urban areas and residential areas with high feasibility, thereby, it is expected that the total capital will help the direction and operation of the province's medium-term public investment plan to be flexible, effective and close to reality.
In 2025, the total public investment capital plan of Yen Bai province assigned by the Prime Minister is 4,257.3 billion VND. Of which: central budget capital is VND 2,193.8 billion; foreign capital is VND 324.4 billion; local budget capital is VND 1,739.1 billion. The total capital plan assigned by Yen Bai province is VND 5,498.3 billion (VND 1,240.9 billion higher than the capital assigned by the Prime Minister). Yen Bai has allocated 100% of the plan to units and projects.
By April 30, 2025, the province had disbursed VND 851.5 billion/VND 5,498.3 billion, equal to 15.5% of the plan. The capital plan assigned by the Prime Minister alone has disbursed 18.8% of the plan, higher than the national average of 3.2% (15.6%), ranking 15th out of 63 provinces and cities nationwide.

The task of disbursing public investment capital in 2025 is large with a series of key projects, so the pressure to complete on schedule poses significant challenges. Therefore, Yen Bai province requires functional sectors, localities and related units to overcome difficulties and obstacles, remove barriers that affect the progress of public investment disbursement.
Specifically, ensuring site clearance progress is a major bottleneck in project implementation. Some projects with high population density, land acquisition, housing related to resettlement policies; measurement, field review, information collection, documents on land, and determination of land use origin are very complicated.
Meanwhile, the human resources for site clearance are still thin, having to carry out many projects at the same time; the completion of land acquisition documents has gone through many steps, and people have not agreed with the compensation and resettlement support plan. Some projects in remote areas, the recovered land area is mainly of ethnic minority households, but households often do not live in the area where the recovered land is located. Therefore, inviting households to count, publicize, sign, confirm the origin, and complete the plan is facing many difficulties.

With a spirit of determination and synchronous solutions, Yen Bai is focusing maximum resources to ensure the progress of public investment disbursement, putting key projects into operation soon. These steps not only help improve the quality of infrastructure but also create new economic development space, attract investment and improve the quality of life of people.
At the same time, Yen Bai focuses on removing institutional bottlenecks and reforming administrative procedures, effectively implementing the Law on Public Investment (amended), promoting decentralization and delegation, especially in approving land prices, reviewing and reducing unnecessary procedures in site clearance and settlement. Currently, the province is creating all conditions to support contractors to focus maximum resources, taking advantage of favorable weather to speed up progress.
