The Ministry of Public Security has just issued Circular No. 73/2024/TT-BCA regulating the patrol, control and handling of violations of the law on road traffic order and safety by traffic police (Circular 73). The Circular takes effect from January 1, 2025.
Article 9 of the Circular stipulates the uniforms, equipment of means of transport, means, technical equipment and weapons, and support tools of traffic police when patrolling and controlling.
Accordingly, means of transport, including: patrol and control cars, motorbikes (white paint), specialized vehicles are equipped with lights, sirens and priority signals and have the following forms:
Patrol and control vehicles: Both sides of the vehicle have blue reflective paint lines, in the middle is the white text "TRAFFIC POLICE" (made of reflective material), the size of the letters is 10cm x 10cm, the stroke is 03cm, balanced on both sides of the vehicle; on both sides of the front door there are the blue text "TRAFFIC POLICE" (made of reflective material), the maximum font size is two-thirds of the size of the text "TRAFFIC POLICE" and the Traffic Police badge is between the two words "TRAFFIC" and "POLICE". Depending on the type of vehicle, the distance between the letters and words is arranged to be balanced and appropriate.
Patrol and control motorbikes: On both sides of the gas tank or on both sides of the body or on both sides of the trunk, there is the word “C.S.G.T” above, and the word “TRAFFIC POLICE” below in blue (with reflective material); the size of the word “TRAFFIC POLICE” is at most two-thirds the size of the word “C.S.G.T”. Depending on the type of vehicle, the size of the letters and the spacing between the letters must be balanced and appropriate.
Specialized vehicles: On both sides of the body or side of the vehicle, there is the word “TRAFFIC POLICE” in reflective material, the letter size is 10cm x 10cm, the stroke is 03cm; on both sides of the front door, there is the word “TRAFFIC POLICE” in reflective material, the maximum letter size is two-thirds of the letter size of “TRAFFIC POLICE” and the Traffic Police badge is between the two letters “TRAFFIC” and “POLICE”. Depending on the type of vehicle, the paint color of the vehicle is arranged with the distance between letters, words, and the color of the letters (white or blue) to be balanced and appropriate.
Priority signal lights are used continuously in the following cases: patrolling, mobile control; control at a point in the evening, at night or during the day in foggy weather conditions, bad weather that limits visibility.
It is known that in Circular 65/2020/TT-BCA, bicycles are a type of vehicle used for patrolling and controlling traffic. In 2023, Circular 32/2023/TT-BCA removed the regulation that bicycles are vehicles of traffic police. This regulation continues to be inherited in the new Circular.
Traffic police uniform regulations are as follows: When patrolling and conducting public inspections, traffic police officers must wear police uniforms and cross-belts as prescribed by the Ministry of Public Security. When conducting inspections at night or during the day in foggy or bad weather conditions that limit visibility, reflective vests must be worn.
Weapons and support tools include: Pistols, rifles, submachine guns, electric guns, net guns, rubber bullet guns, tear gas guns, marking guns, pepper spray, electric batons, body armor, number 8 locks, traffic batons.
Technical equipment and vehicles are equipped and used in accordance with the provisions of the Law on Road Traffic Order and Safety, the Law on Handling of Administrative Violations, Decree No. 135/2021/ND-CP and standards and norms as prescribed by the Ministry of Public Security.
Installed, used publicly or disguised on road traffic routes, at Traffic Police Stations, on vehicles, equipped for Traffic Police Teams, directly operated by Traffic Police officers, used to detect and collect violations of laws on road traffic order and safety and other violations of laws as prescribed.
Means and equipment for communication, including: Walkie-talkies, telephones, fax machines, computers for storing, transmitting and receiving data, printers; technical equipment integrating traffic application software on mobile devices for officers and soldiers managed and operated by the Ministry of Public Security (hereinafter referred to as the VNeCSGT App).
Sirens, loudspeakers, barriers, cone-shaped posts, signs, tension ropes, lights.
