The Ministry of Finance has just issued Circular 71/2025/TT-BTC, amending a series of regulations on fees and charges, including significantly adjusting the fee collection for issuing car license plates in localities after the merger, applicable from July 1, 2025.
According to the new Circular, the areas for calculating fees are divided into only two groups, instead of three groups as before. Specifically:
Area I includes all communes and wards of Hanoi and Ho Chi Minh City (except for special zones under the provincial level).
Area II includes a special zone directly under the provincial level in Area I and all remaining provinces and cities across the country.
The first fee for passenger cars with 9 seats or less (including pickup trucks) has changed significantly. In Area I (Hanoi, Ho Chi Minh City), the fee remains at 20 million VND. Meanwhile, in Area II, the fee has decreased sharply from 1 million VND to only 200,000 VND, equivalent to the previous fee of Area III (old).
Specifically:
Compared to before, the old regulation divided it into three areas:
Area I: Hanoi, Ho Chi Minh City.
Area II: other centrally-governed cities; provincial and municipal centrals.
Area III: remaining areas.
Fees for car license plate issuance in localities before the merger:
The abandonment of district-level administrative units has led to the merger of old areas II and III into new areas II. This helps the fee rate to be applied more uniformly between localities, no longer having a difference between urban and rural areas (except for Hanoi and Ho Chi Minh City).
The Department of Fees and Charges (Ministry of Finance) said that this change is to suit the situation of restructuring administrative units nationwide, while facilitating people and businesses in vehicle registration procedures.
Organizations and individuals who register a vehicle pay the fee according to their place of residence or head office. In case of winning the auction of the license plate, the fee is calculated according to the area where the auctioned license plate is registered.
