New information on the roadmap for motorbike emissions

On December 1, the Government Portal published new content related to motorbike emissions.

Accordingly, the Government Office issued Official Letter No. 11701/VPCP-CN on reviewing the regulations on the roadmap for applying QCVN on emissions of motorbikes and mopeds participating in traffic.

The document stated: considering the proposal of the Ministry of Agriculture and Environment in Submission No. 211/TTr-BNNMT dated November 17, 2025 on promulgating regulations on the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in road traffic, Deputy Prime Minister Tran Hong Ha commented as follows:

The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministries and agencies: Public Security, Justice, Construction, Industry and Trade, Science and Technology, Hanoi People's Committee, Ho Chi Minh City People's Committee and relevant agencies and units to carefully review the draft Decision, ensuring feasibility; focusing on clarifying:

The issuance of this Decision is before the issuance of the National Technical Regulation on emissions of motorbikes and mopeds participating in road traffic.

Solutions for organizing the inspection and certification of motorbikes and mopeds to meet the emission levels prescribed in this Decision.

Inspection, control and handling of violations when vehicles participate in traffic in complying with emission levels.

The impact of the policy on people and businesses, especially in Hanoi and Ho Chi Minh City...

This information must be reported to the Prime Minister before December 15, 2025.
