Sending a question to the Ministry of Health, reader T.M.T said: "I am a preventive medicine doctor with a practice certificate, studying a basic specialized course in ENT, graduating in February 2025.
May I ask, after obtaining a basic specialized certificate and continuing to practice for 9 months in ENT, am I eligible to supplement the scope of practice in ENT? ".
Regarding this issue, the Ministry of Health responded as follows:
According to Point a, Clause 2, Article 128 of Decree No. 96/2023/ND-CP dated December 31, 2023 of the Government, detailing a number of articles of the Law on Medical Examination and Treatment:
"2. Requirements for basic specialized training certificates issued by domestic training institutions:
a) Awarded by a training institution that has completed at least 01 training course to grant a corresponding specialized degree and has graduated or a medical examination and treatment facility is a vocational training institution that meets the provisions of Clause 2, Article 10 of Decree No. 111/2017/ND-CP dated October 5, 2017 of the Government regulating the organization of vocational training in health sector training (hereinafter referred to as Decree No. 111/2017/ND-CP), currently organizing vocational training in a specialized field or major corresponding to the content of training for granting basic specialized training certificates".
Decree No. 96/2023/ND-CP has completely decentralized the units, organizations and training institutions that meet Clause 2, Article 128 of Decree No. 96/2023/ND-CP to organize training for granting basic specialized certificates.
Therefore, the Head of the training institution is responsible for developing, appraising, promulgating the training program and documents, ensuring training quality conditions (lecturer team, practice facilities, facilities and equipment...), granting basic specialized certificates to learners after completing the course, in which the training subjects, program content, learning volume, and output standards must meet the requirements of the scope of medical practice of medical examination and treatment according to regulations.
