The People's Committee of Bac Ninh province has just issued an official dispatch to direct and urge the progress of social housing projects in the area.
In particular, according to the target assigned by the Government, Bac Ninh province must complete 10,686 social housing units in 2025 and 6,000 units in 2026.
To ensure the above target, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan has given specific instructions to Departments, branches, localities and investors of social housing projects.
For 4 social housing projects that have expired, according to the investment policy, the Chairman of Bac Ninh People's Committee assigns the Department of Finance to assume the prime responsibility and coordinate with the concerned units urging and guiding investors to urgently implement the procedures to adjust the investment policy, ensure the continued implementation, completion of the project and soon put the social housing fund into the right use of the approved goals, completed before June 15, 2025.
In case investors do not extend and adjust the investment policy, the Department of Finance is requested to advise the Provincial People's Committee to consider, reclaim the project or the 20% land fund area for social housing development, assign the locality to manage and organize bidding to select new investors in accordance with the provisions of law.
The list of 4 social housing projects in Bac Ninh that have expired according to the investment policy includes:
1. Social housing project under 20% land fund Him Lam Urban Area, Dai Phuc Ward, Bac Ninh City invested by Him Lam Joint Stock Company: The project implementation period is from 2016-2020; up to now, the Investor has completed the social infrastructure, commercial housing and some social infrastructure works, but has not yet started construction for the social housing part;
2. Commercial housing, social housing and commercial center in Dai Dong commune, Tien Du district, invested by Tan Viet Tien Industrial Equipment Company Limited: Project progress is completed and put into operation according to the investment policy in 2018; up to now, the Investor has completed the technical infrastructure, has conducted business for the commercial housing part, but has not started construction for the social housing part and the commercial center project;
3. The Golden Park social housing project invested by Kim Xuong Tri Construction Company Limited has expired: The project implementation progress according to the approved investment policy is from 2017 to 2022; to date, this project has completed, completed and put into use 4/10 social housing buildings, for the remaining 6 buildings that have not been constructed.
4. Project of a commercial service center combining housing for low -income people in Vo Cuong Ward, Bac Ninh City (the investor is the joint venture of Tien Anh Co., Ltd. and Kinh Bac General Service Co., Ltd., represented by Tien Anh Co., Ltd.): The time for implementation of the project under the investment policy approved from the first quarter of 2015 to the first quarter of 2018; Up to now, the project has completed the rough part, has not organized the acceptance and completion of the project into use, has not promoted the project's goals.
Bac Ninh is the leading locality in the country in social housing development - according to the assessment of the Ministry of Construction.
To date, Bac Ninh province has implemented 54 social housing projects for low-income people, housing for industrial park workers, with a total land area of about 173 hectares. Of which, 16 social housing projects have been completed with more than 18,000 apartments.
At the Conference "Removing difficulties and obstacles, promoting social housing development" organized by Bac Ninh People's Committee on March 23, Chairman of the People's Committee of Vuong Quoc Tuan said that in the period of 2021-2030, the number of social houses and workers of Bac Ninh province accounted for 7.2% of the national rate.
Striving for a roadmap to 2026, Bac Ninh will achieve 68% of the target of 72,200 apartments in the period of 2026-2030.
